From 2027, Vietnam will organize a test and assessment of practicing capacity for medical examination and treatment according to the provisions of the Law on Medical Examination and Treatment (amended). The test is expected to take place in December 2027, applied to 4 groups of doctor titles, in order to standardize the quality of "output", improve the capacity of the medical team and ensure patient safety.
According to Prof. Dr. Nguyen Viet Tien - Standing Vice Chairman of the National Medical Council, checking and evaluating professional competence is an important step in the roadmap for perfecting the healthcare institution. This is not only a mandatory requirement according to the law, but also a common trend of many countries to standardize professional quality, approaching international standards.
The process of building the inspection model is researched by the Council, referring to international experience, aiming for comprehensive assessment from professional knowledge, practical skills, situation handling ability to practical professional capacity. The highest goal is to ensure safety for patients and improve the quality of medical examination and treatment.
The implementation will ensure objectivity, transparency, science, suitability to Vietnamese practice and have a transition roadmap, without causing disruption to the team of doctors as well as training institutions," Prof. Dr. Nguyen Viet Tien said.
According to the plan, the first examination in December 2027 will apply to 4 groups of titles: General Practitioner; Preventive Medicine Doctor; Traditional Medicine Doctor and Dental Specialist.
Participants are doctors with appropriate degrees and who have completed the practice period according to the provisions of the Law on Medical Examination and Treatment and Decree 96/2023/ND-CP.
The exam is designed with 4 goals: screening and confirming professional competence; establishing a unified national standard; creating a foundation for professional development; and towards international integration.
It is expected that 6 areas nationwide will be selected to organize the exam, creating convenience for candidates. The form of testing is objective multiple-choice (MCQs), performed on computers. Exam locations must meet strict criteria on facilities and safety.
