In which, voters of Quang Tri province have a proposal: According to the provisions of Decree No. 176/2025/ND-CP dated July 1, 2025 of the Government, guiding the implementation of the social pension allowance regime according to the Social Insurance Law 2024, from July 1, 2025: "Vietnamese citizens aged 75 and over, who do not receive monthly pension or social insurance allowance, will receive monthly social pension allowance".
However, up to now, there has not been a document guiding the implementation of the competent authorities.
Voters requested that documents guiding the implementation of social pension subsidy policies according to Decree 176/2025/ND-CP be issued soon, ensuring legitimate rights for people aged 75 and over.
Also related to this content, voters in Dak Lak province asked: The implementation of social protection allowance policies for the elderly aged 75 and over under the amended and supplemented Social Insurance Law, effective from July 1, 2025, is slow and has not been resolved. Request the Government and relevant ministries to promptly issue documents guiding implementation and implementation.
Responding to voters' concerns, Minister of Health Dao Hong Lan said that on June 30, 2025, the Government issued Decree No. 176/2025/ND-CP detailing and guiding the implementation of a number of articles of the Law on Social Insurance on social pension benefits, effective from July 1, 2025. This Decree has specifically stipulated the subjects, conditions for receiving; subsidy levels; implementation procedures; support for funeral expenses; as well as funding sources and mechanisms for paying social pension benefits.
On June 30, 2025, the Ministry of Health issued Decision No. 2180/QD-BYT on announcing new administrative procedures in the field of Social Protection under the management of the Ministry.
Accordingly, 02 administrative procedures have been announced to implement the social pension subsidy policy as prescribed in Decree No. 176/2025/ND-CP, including:
1. Implement, adjust, and cease receiving social pension benefits;
2. Support funeral expenses for subjects receiving social pension benefits. (These two procedures take effect from July 1, 2025)
Thus, the above documents have fully stipulated the legal basis for organizing the implementation of social pension subsidy policies. On that basis, localities have conducted a review, provided instructions on the preparation of documents and settled social pension benefits for the elderly in accordance with regulations.
Therefore, the Ministry of Health recommends that the People's Committee of Quang Tri province pay attention to directing the provincial authorities to seriously organize the implementation of Decree No. 176/2025/ND-CP and related documents, ensuring that social pension benefits are fully, promptly and to the right beneficiaries.
For voters in Dak Lak province, in addition to the above answers, the Ministry of Health added: On July 9, 2025, the Dak Lak Provincial People's Committee issued Document No. 410/UBND-KGVX to the Departments, branches, sectors and People's Committees of communes and wards to organize the implementation of Decree No. 176/2025/ND-CP according to regulations.
Thus, the implementation of the regime and policies on social pension benefits for the elderly according to the provisions of the Social Insurance Law has been implemented by competent authorities according to regulations.
