Spending hundreds of millions of VND
Recently, the Chairman of the Thanh Hoa Provincial People's Committee signed a decision approving the budget estimate to support attracting doctors to work at public health service units in the province. Doctor Le Viet Trinh (1999) to work at Thanh Hoa Lung Hospital; Doctor Bui Van Dat (1998) and Doctor Do Thi Lan Trinh (2000) to work at Nhu Thanh General Hospital.
The total support budget for these 3 doctors is more than 768 million VND, including: One-time support of 600 million VND and monthly support of more than 168 million VND (in 2025, more than 49 million VND, in 2026, it is expected to be more than 84 million VND, in 2027, more than 35 million VND). The source of funding for one-time support and monthly support in 2025 is drawn from the source of health care, population and family expenditure in the province's budget estimate for 2025.
Previously, in 2024, the People's Committee of Thanh Hoa province approved the budget to support attracting 1 doctor to work at the Lien Loc Commune Health Station (under the Hau Loc District Health Center). The support budget is 343.2 million VND, one-time support of 300 million VND and monthly support of 43.2 million VND (2 years, 21.6 million VND per year).
Policy to attract highly qualified doctors
The above policies are implemented according to the Resolution dated December 11, 2022 of the People's Council of Thanh Hoa province on attracting highly qualified doctors to work at public health service units in the period of 2023 - 2025. According to regulations, the attractor must commit to working for 10 years for general practitioners, specialist practitioners, residents, masters of medicine, specialist doctors I, specialist II; 5 years for professors, associate professors, doctors. At the same time, doctors must comply with the assignment of work by competent authorities.
The one-time support level is as follows: Professor 1.3 billion VND; associate professor 800 million VND; doctor and specialist II 400 million VND; resident doctor 300 million VND; master of medicine, specialist I 200 million VND; excellent, excellent graduate doctor is supported 180 million VND.
For doctors working at health stations, the one-time support level is divided by area: Area III (mountainous areas) is 450 million VND; Area II is 400 million VND; Area I is 350 million VND; the remaining areas are 300 million VND. In addition, doctors are also supported monthly with 1 month of basic salary/person for 24 months.
There are good doctors - patients can ask for help
Speaking to Lao Dong Newspaper reporter, Mr. Dao Thanh Binh - Director of Thanh Hoa Lung Hospital - said that the hospital has just received a new doctor who graduated from the University of Medicine and has excellent academic achievements, according to the province's attraction policy. "Having more doctors who are good at their job helps improve the quality of medical examination and treatment. At the same time, good treatment policies will help the medical team feel secure in sticking with the unit for a long time" - Mr. Binh shared.
Mr. Le Van Cuong - Deputy Director of Thanh Hoa Department of Health - said that in recent times, the province has issued many practical policies not only on finance but also on the working environment, to encourage good doctors to serve in the locality.
"Currently, there is still a shortage of medical human resources, especially in some specialties such as tuberculosis, psychiatry, medical assessment... and in mountainous areas. Attracting good doctors is necessary to improve the quality of health care for people, especially in disadvantaged areas" - Mr. Cuong emphasized.
