Regarding the fact that the Phuong Spa beauty salon (later renamed PAPU Aesthetic Institute) in Soc Trang performed rhinoplasty surgery on customers without an operating license, on December 4, the reporter contacted Ms. Phan Thi Truc Phuong - Owner of Phuong Spa.
Ms. Phuong affirmed that performing surgery without a license was not right, so she had a contract with a unit in Ho Chi Minh City so that when a customer needed it, she could introduce it there, but she had never performed it at a facility in Soc Trang. The only exception was a case of minor nose surgery for Ms. T.C.L in November 2023.
Explaining this "exceptional" case, Ms. Phuong said that at that time, she and Dr. D.H.D intended to cooperate to expand cosmetic services in Soc Trang, so she invited this doctor to visit the facility and asked Dr. D to do a nose job for Ms. T.C.L.
"Ms. T.C.L is a close friend of mine. Knowing that Ms. L wanted to get a nose job but going to Ho Chi Minh City would be expensive, I asked Dr. D.H.D to come to Soc Trang to discuss the matter and do the nose job for Ms. L. Dr. D said he wouldn't do it because he has 30 years of experience, proper qualifications, and if necessary, he would come to Ho Chi Minh City to do it. But because I convinced him many times (it was just a minor surgery), he agreed. That surgery cost 8 million VND," said Ms. Phuong.
Ms. Phuong said that after Ms. L had her nose done, she sent the names of some medications prescribed by the doctor for Ms. L to buy and take for a certain period of time and regularly contacted her to ask about her health.
"About 2 months after the nose job, I texted to ask and Ms. L said she was fine. Recently, Ms. L's family called me to say that Ms. L had unusual health symptoms related to taking medication (with a doctor's note attached). Even though it was 1 year after the nose job, I was still responsible. I told Ms. L's family to arrange a time for me to take her to Ho Chi Minh City for an endocrine exam so that the doctor could give her a treatment plan. However, her family told her to get treatment at a hospital in Can Tho City. At this time, I texted her family to ask for a prescription and treatment costs in Can Tho so that I and the doctor who performed the nose job for L could be supported," said Ms. Phuong.
Ms. Phuong further informed that after her application for a license to operate a medical examination and treatment facility was not approved by the Soc Trang Provincial Department of Health, in June 2024 she sold PAPU Aesthetic Institute to someone else. Since then, she is no longer involved with this facility.
Previously, as Lao Dong reported, the Department of Health and the People's Committee of Soc Trang province received complaints from people about the Phuong Spa facility (later renamed PAPU Aesthetic Institute in Soc Trang province) performing rhinoplasty surgery without a license to operate medical examination and treatment from a competent authority.
According to information from the Department of Health of Soc Trang province, the unit received the application for a license to operate medical examination and treatment from the business household PAPU Aesthetic Institute, registered by Ms. Phan Thi Truc Phuong as the professional manager. In July 2024, after reviewing the application, the Department of Health of Soc Trang province responded in writing that the facility owner "has not practiced for at least 36 months within the registered scope, so it is not eligible for a license to operate medical examination and treatment".
