Change the origin of products, legalize CFS application
Through the work of grasping the situation, the Department of Investigation Police on Corruption, Economic Crimes, and Smuggling (Ministry of Public Security's Investigation Police Agency) said that it had discovered many signs of law violations in the cosmetic business activities of companies in the Mailisa ecosystem run by Ms. Phan Thi Mai and Mr. Hoang Kim Khanh.
According to the initial investigation results, from 2020 to 2024, with the purpose of importing cosmetics to Vietnam to sell for profit through the Mailisa beauty salon chain, Ms. Phan Thi Mai and her husband, Mr. Hoang Kim Khanh, agreed to buy a large quantity of cosmetics produced in Guangzhou (China).
These products are identified as cheap, not guaranteed in quality and ingredients as announced, and do not meet the requirements for a Certificate of Free Circution (CFS) in China.
To legalize the case, the Mailisa operating group was accused of colluding with a number of Chinese subjects, using fake contracts and changing the origin of cosmetics from guangzhou, China to Hong Kong. On that basis, they applied for CFS and then brought the goods back to Vietnam through smuggling.
After being smuggled, these cosmetics were advertised to attract taste and create trust with domestic customers. Thanks to the strong brand image and famous beauty salon system, these products are sold at prices many times higher than the cost price.

The investigation agency initially assessed that this behavior helped the operating group illegally profit thousands of billions of VND, only counting 3 out of the 100 main products that the Mailisa system provided to the market.
The Department of Investigation Police on Corruption, Economic Crimes, and Smuggling is continuing to consolidate records, clarify the responsibilities of related individuals and organizations, and expand the investigation into the source of goods, distribution scale, and illegal profits.
Mailisa beauty salon once mentioned
During its operation, the Mailisa beauty salon system has been repeatedly handled by authorities for violations.
January 2023: The Ho Chi Minh City Department of Health fined VND 160 million for providing unlicensed medical examination and treatment services and advertising beyond the scope.
April 2024: Binh Duong Branch was fined 50 million VND and suspended for 4.5 months for using body intervention devices when not a medical examination and treatment facility.
May 2025: Bao Loc Branch (Lam Dong) was forced to remove the opening advertisement because it did not have enough licenses, incorrectly declared the organization form and personnel records were not agreed upon.
On November 13: Many branches in Ho Chi Minh City, Hanoi, Dak Lak, Can Tho, Khanh Hoa, Da Nang... were simultaneously inspected.
According to data from the Department of Drug Administration, MK Skincar Import-Export Production and Trading Service Company Limited has 162 products with issued receipt numbers. As of November 17, 2025, this enterprise still has 81 receipts of valid declarations.
Dr. Ta Manh Hung, Deputy Director of the Department of Drug Administration (Ministry of Health) said that immediately after receiving information about cosmetic products at Mailisa Aesthetic Institute, the Ministry of Health requested to urgently test and review more than 162 cosmetic products of Mailisa Aesthetic Institute. According to the plan, the units must send a report to the Department of Drug Administration before November 21, 2025. Currently, the Department is synthesizing the results from the units that have responded.
Mailisa's move
The activities of Mailisa beauty salon have been communicated on many social platforms, attracting millions of followers. On the Facebook page THIM M' VIEN MAILISA with 2.8 million followers until the time the authorities prosecuted and arrested the accused to temporarily detain Phan Thi Mai, Director of Mailisa Beauty salon Co., Ltd. and 07 related subjects for the crime of "Suggestion", this page is still operating, posting advertising images for beauty salon services.
The beauty salon's website https://mailisa.com/ is not closed, but in recent days, there have been no advertising clips with as high frequency as before.

Recorded on the morning of November 22, after a few days of temporarily removing the "Doc Magic product" section on the website, Mailisa has restored the list, the products are still on display but the shopping basket on the system's official TikTok channels still does not display any products.
Many of Mailisa's TikTok shopping baskets are empty, all products are hidden or removed even though the brand has previously livestreamed to sell Doctor Magic cosmetics and achieved huge sales.
Meanwhile, on her Facebook account with more than 2.8 million followers, Mailisa still posts about cosmetic activities but has not posted anything related to Doctor Magic products since November 12.
In addition, Phan Thi Mai - Mai Lisa's personal page with 1.7 million followers and a green record is still open, unlocked and does not close comments, but in the past 10 days, there has been no update on new information. Previously, a personal page could be updated many times a day, mainly advertising beauty products and daily life of Phan Thi Mai and Hoang Kim Khanh.
