On October 7, the Drug Administration of Vietnam (Ministry of Health) issued an official dispatch to the Departments of Health of provinces and centrally run cities and Vinamake Joint Stock Company, regarding the suspension of circulation and recall of 3 cosmetic products of this enterprise nationwide due to being determined to be counterfeit goods.
3 products are revoked including: DR. Hair Ginger Shampoo ( Brand: Vinamake), declaration form receipt number: 24/24/CBMP-HB;
DR. Ginger Shampoo ( Brand: Vinamake), number of declaration forms received: 23/24/CBMP-HB;
Perfume nano women's hygiene solution ( brand name: Vinamake), number of receipt of declaration form: 122/23/CBMP-HB.
According to the Department of Drug Administration, all 3 products are responsible for being launched and produced by Vinamake Joint Stock Company, located at Group 8, Le Thanh Tong Street, Hoa Binh Ward, Phu Tho Province.
Assessment results: The product does not contain the ingredients as announced.
Based on the appraisal results of the Institute of Criminal Science (Ministry of Public Security), the recalled product samples did not detect some substances according to the ingredients announced and recorded on the label and packaging.
The Economic Police Department - Phu Tho Provincial Police has concluded that these products are "counterfeit goods", according to the provisions of Point b, Clause 7, Article 3 of Decree 98/2020/ND-CP of the Government on administrative sanctions in the field of trade, production and trading of counterfeit and prohibited goods.
Previously, the Department of Health of Phu Tho province issued Decision No. 848/QD-SYT dated September 15, 2025 on revoking the receipt number of the Cosmetic Product Declaration Form for the above 3 products, after receiving a recommendation from the Investigation Police Department of Phu Tho Provincial Police in Document No. 877/CSKT (D5) dated September 9, 2025.
The Drug Administration of Vietnam requires suspension of circulation and nationwide recall of violating products. At the same time, this agency requests Vinamake Joint Stock Company to:
Send a revocation notice to all distribution facilities, dealers, and points of sale;
Receiving returned products from business establishments;
Submit a report on the results of the revocation to the Department of Drug Administration before November 1, 2025.
The Drug Administration Department also requested the Department of Health of provinces and cities to: Strengthen propaganda so that people and businesses do not use or circulate recalled products; Proceeding with thorough recall, inspection and strict handling of violating facilities; Directing testing centers to collect samples, check the quality of cosmetics circulating in the area, establish a hotline to receive information about counterfeit, smuggled or unknown cosmetics to promptly coordinate with competent authorities to handle.
The Phu Tho Provincial Department of Health is assigned to supervise the recovery of Vinamake Company and report the results of the inspection and supervision to the Drug Administration before November 15, 2025.
