According to statistics from the Vietnam Social Insurance (VSS), in the first 7 months of 2025, the whole country had over 4.3 million students going to see a doctor or get treatment using a health insurance card, with a total fund payment of nearly 1,770 billion VND. In many cases, treatment costs are paid very high, up to hundreds of millions of VND.
Notably, 20 students have been paid by the health insurance fund for medical examination and treatment costs from 200 million to 1 billion VND.
A patient with HS401299xxxx HS401299XXX (Lang Ha Ward, Hanoi) suffers from cell leukemia, retinopathy, pneumonia and physical damage, paid over 967 million VND.
Patients with HS47979326xxxx cards (Le Dai Hanh Ward, Ho Chi Minh City) suffered from respiratory infections, marrow white blood cells, paid over 473 million VND.
The patient with card code HS43636202XXXXX (My Thanh commune, Ninh Binh province) with lymphoma, astigmatism and mel onlyus, was paid more than 452 million VND.
In addition, many students across the country who are unfortunately suffering from serious illnesses such as heart failure, sepsis, respiratory failure, etc. are also paid high fees by the health insurance fund during treatment.
According to Vietnam Social Insurance, the coverage of student health insurance has always maintained an increasing trend. Many schools and localities have achieved the target of 100% of students participating in health insurance. In the 2024-2025 school year, the whole country will have more than 20.8 million students participating, reaching 98.4%, an increase of nearly 1% compared to the previous school year. In the first 6 months of 2025 alone, the Health Insurance Fund has paid more than VND2,075 billion to 4.3 million students receiving medical examination and treatment, an increase of 17% in spending and 7.4% in turnover compared to the same period in 2024.
On July 1, 2025, the Government issued Decree 188/2025/ND-CP, regulating the new health insurance payment for students. Accordingly, the state budget supports at least 50% of the contribution level. Thanks to that, each student only has to pay a maximum of about 631,800 VND/year, saving an additional 252,720 VND compared to the previous school year.
Statistics show that the whole country currently has about 20.5 million students and university students eligible to participate in health insurance (not including children of soldiers and police who are granted free cards). This means that from the 2025-2026 school year, about 20.5 million students will receive half of their health insurance contributions from the budget.
