Vietnam Social Security (BHXH) issued Official Dispatch No. 1486/BHXH-QLT guiding the implementation of health insurance policies for people performing international obligations who are identified as people with meritorious services. Accordingly, this group of subjects will be paid 100% of medical examination and treatment costs within the scope of benefits enjoyed according to the provisions of law by the Health Insurance Fund.
The policy is implemented on the basis of the Law amending and supplementing a number of articles of the 2024 Health Insurance Law and Decree No. 188/2025/ND-CP of the Government. This is considered a step to ensure full health care rights for those who have participated in international missions and are recognized as people with meritorious services to the country.
According to Vietnam Social Security, in fact, there are currently cases where people on international duty have been identified as people with meritorious services but still participate in health insurance according to other groups of subjects with lower benefits. This makes medical examination and treatment benefits not applied correctly according to regulations.
To overcome the above situation, the Ministry of Public Security previously issued Official Dispatch No. 1902/BCA-X01 to the Ministry of Finance, requesting specific guidance on procedures and dossiers for adjusting the health insurance benefit level for people performing international duties.
On that basis, Vietnam Social Security requests social security agencies of provinces and cities to proactively review and guide management units and participants to carry out procedures for adjusting health insurance information. People under this category need to prepare a Declaration form for participation and adjustment of health insurance information according to Form No. 2 issued with Decree No. 188/2025/ND-CP.
The adjustment dossier includes documents as prescribed in Decree No. 131/2021/ND-CP of the Government. After completion, participants will be transferred to the health insurance benefit code "KC" - the group entitled to 100% of health insurance medical examination and treatment costs.
