On the morning of October 27, a representative of the People's Committee of Loc An commune (Hue city) said that functional forces and local people have coordinated to support a mother who gave birth safely at home in the conditions of heavy rain and rising floodwaters.
According to information from the People's Committee of Loc An commune, the mother is Ms. T.T.N.A (born in 1987), from Loc An commune, married in Hung Loc commune. Because she was about to give birth, Ms. A went to her mother's house in Que Chu village to wait for birth. At around 5am on October 27, Ms. A became pregnant in the midst of heavy rain and deep flooding.
After receiving the news, Loc An Commune Health Station instructed the village health force and people to support mothers to successfully give birth. Immediately afterwards, the team of doctors, female flight attendants and local authorities swam a boat to the maternity house to take care of after giving birth.
The commune government also coordinated with the Provincial Defense Command of Region 3 - Phu Loc to bring the canoe to Ms. A's house, moving the mother and child to Phu Loc Medical Center for further monitoring and health care.

Earlier, at around 3am the same day, the authorities used a boat to approach and take Ms. Truong Thi Toan (Nam village) to a medical facility when she showed unusual vomiting symptoms.
Currently, 8/29 villages of Loc An commune are completely flooded, including: Chau Thanh, Hai Ha, Nam Phuoc, Mieu Nha, Dong An, Dong Xuan, Que Chu and Dong village. More than 50 roads, culverts, spillways and market areas were flooded from 50 - 150cm deep.
The commune has evacuated 197 households (574 people) to safe places, of which 182 households (534 people) are in the plan to respond to storms, floods and landslides. The commune police force has put up ropes and warning signs in dangerous areas.
The locality continues to regularly inform through loudspeakers, mobile vehicles and social networks so that people can proactively respond to floods, ensuring the safety of life and property.
