According to Circular 01/2025/TT-BYT, students have the right to choose an initial medical examination and treatment facility near their place of study and residence such as a health station, general clinic, regional clinic, etc. At the same time, students can change their registration location within the first 15 days of each quarter.
Simple procedures for going to the doctor
When examining and treating patients using health insurance, students only need to present a valid health insurance card (or an image of the card on the VssID application) along with a photo of their identification documents. With a chip-embedded citizen identification card or a level 2 VNeID account, the health insurance card information has been pre- integrated.

Examination at the right level: Up to 100% covered: When examining and treating at a medical facility with a signed health insurance contract and implementing regulations, students can be paid 100% of the cost in many cases, such as:
Examination at health stations, regional general clinics, family medicine facilities, military-civilian health facilities, district health centers.
The cost of medical examination and treatment is 15% lower than the basic salary.
Having participated in health insurance for 5 consecutive years or more, and having the same amount of money paid exceeding 6 months of basic salary.
In addition, in other cases, the health insurance fund still covers 80% of medical examination and treatment costs.

If the patient goes to the wrong registration site or is transferred to a hospital in violation of regulations, the health insurance fund will still pay 80% of the cost for many situations, such as treating rare diseases, serious diseases, complicated surgeries or high techniques. With inpatient treatment at the specialized level, the benefit level can be reduced to 40% of the cost.
Notably, if the health insurance card is presented late, the fund will still pay from the time of providing information, except in emergency cases.
Examination at a facility that does not sign a health insurance contract
In case of going to the facility for medical examination and treatment without signing a contract with health insurance, the Social Insurance agency will pay directly. The specific benefit level is calculated according to the basic level:
District route: Maximum 351,000 VND for outpatient treatment, 1.17 million VND for inpatient treatment.
Provincial route: Maximum 2.34 million VND for inpatient treatment.
Intensive care unit: Maximum 5.85 million VND for each inpatient treatment case.
Emergency cases: Can be examined anywhere
Students who fall into emergency situations have the right to be treated at any medical facility. If you only present a health insurance card or identification documents before the end of the treatment period, the patient will enjoy full benefits.
