There are cases where health insurance covers nearly 1 billion VND
Dr. Nguyen Duc Hoa, Deputy Director of Vietnam Social Insurance, said that each year, millions of students enjoy benefits from the health insurance policy. Many cases of chronic and terminal diseases such as kidney failure, cancer, and cardiovascular disease have been covered by the health insurance fund for medical examination and treatment costs from hundreds of millions to billions of VND.
In the first 6 months of 2025 alone, there were more than 4.3 million students receiving health insurance examination and treatment (up 7.4% over the same period in 2024), with the total payment exceeding VND2,075 billion (up 17%). From 2024 to the end of July 2025, 2,276 students have been covered by health insurance with 100 million VND or more.
Dr. Nguyen Duc Hoa added that the country currently has nearly 21 million students. By June 30, 2025, about 20.8 million students had participated in health insurance, reaching 98.4%. In particular, many provinces have achieved almost absolute coverage such as Hung Yen, Cao Bang, Tuyen Quang (100%), Quang Ninh, Hai Phong, Bac Ninh... (99.9%). Many children with serious and chronic diseases are funded from hundreds of millions to billions of VND, reducing the financial burden on their families.
To achieve the goal of 100% of students participating in health insurance for the 2025-2026 school year, Vietnam Social Insurance will assign specific targets to each educational institution, attach the results of participation to the assessment criteria, and at the same time propose a budget to support the contribution level and mobilize benefactors to give cards to students in difficult circumstances. Communication work will be promoted, emphasizing humanity and payment efficiency, in parallel with simplifying procedures, applying technology and coordinating the health sector to create maximum convenience for students.
More than 20 million students are supported with at least 50% of the health insurance premium
According to Dr. Nguyen Duc Hoa, the 2024 Health Insurance Law effective from July 1, 2025 and Decree 188/2025/ND-CP of the Government have added many important new points, aiming to expand benefits, increase support levels and simplify procedures for participants, including students.
One of the highlights is the regulation to increase the minimum health insurance support for students from 30% to 50% from the state budget, applied uniformly nationwide.
Accordingly, after receiving support, the health insurance contribution rate for each student is only 631,800 VND/year, down 252,720 VND/year compared to before.

The Government decided to increase the minimum support level to 50% of the health insurance contribution for students, not only helping to reduce the financial burden on parents, but also bringing many far-reaching impacts as follows:
First, contribute to increasing the rate of health insurance participation in schools, soon completing the target of 100% of students participating in health insurance. When the group of young and healthy people participates in large numbers, the health insurance fund is strengthened more sustainably, properly implementing the principle of risk sharing between young people and the elderly.
Second, ensure fairness in access to health services. All students, regardless of family circumstances, have the right to receive timely health care and medical examination and treatment.
Third, the policy is an investment for the future of the country. A young generation with both physical and mental health will become a solid foundation for the country's sustainable development in the coming decades.
