On December 23, Mr. Nguyen Van Duong - Director of the Department of Health of Dong Thap province - signed and issued Official Letter No. 4737 to the Standing Committee of the People's Council of Dong Thap province regarding the explanation of questions at the 7th session of the Provincial People's Council.
According to this document, at the regular meeting at the end of 2024, delegates of the Provincial People's Council proposed that the Provincial People's Committee pay attention to purchasing 2 machines for disease treatment (cancer screening and radiotherapy). The Provincial People's Committee has recorded and committed to implementation, and has initially arranged capital to purchase radiotherapists.
However, through monitoring, this content has not been implemented yet. Request the Provincial People's Committee to clearly inform the reasons for the implementation; at the same time, specifically determine the roadmap and implementation time in the coming time or propose a replacement plan to report to the Provincial People's Council and inform the people to monitor and supervise.
Explaining the above issue, the Department of Health of Dong Thap province said that on December 9, 2024, Resolution No. 47/NQ-HDND of the People's Council of Tien Giang province approved the investment policy for the Linear Acceleration radiotherapy System project, investment period 2025 - 2028 invested by Tien Giang General Hospital.
In February 2025, after the Department of Planning and Investment of Tien Giang province (before the merger) implemented Resolution No. 47/NQ-HDND of the People's Council of Tien Giang province, Tien Giang General Hospital urgently carried out procedures to invite consultation prices to prepare Feasibility study reports and appraisal consultations to have a basis for estimating investment preparation tasks.
On December 8, 2025, Tien Giang General Hospital submitted Document No. 715/TTr-BVDKTG to the Department of Health for appraisal and approval of the investment preparation budget. Currently, the Department of Health has established an appraisal Council and is implementing the approval of the project investment preparation task estimate according to regulations.
The project period is approved (in Resolution No. 47/NQ-HDND of the Tien Giang Provincial People's Council) in the period of 2025 - 2028. Specifically, in the first quarter of 2026, complete the feasibility study report to submit to the Department of Health for appraisal; in the second quarter of 2026, submit the approval of the system contractor selection plan; in the third quarter of 2026, start organizing contractor selection; In the first quarter of 2027, start installing equipment in case the system supplier is selected; In the third quarter of 2027, complete the project, and start implementing the system into operation.
According to the Department of Health of Dong Thap province, the main reason for the delay in project implementation in the past time is the decentralization and delegation of authority according to the new regulations of Law No. 90/2025/QH15, which has led to the adjustment of the authority to appraise and approve the investment preparation budget.
After the project is approved by the Council for the list and estimate of the work to be carried out on June 16, 2025. Tien Giang General Hospital has submitted a document to the Provincial People's Committee for approval of the investment preparation task estimate. Based on the policy of promoting decentralization and delegation of authority according to Law No. 90/2025/QH15, the Provincial People's Committee has assigned the Department of Finance to advise on decentralizing the approval authority to the investor. After that, the Provincial People's Committee issued Decision No. 134/QD-CTUBND dated November 10, 2025 and related documents, thereby adjusting the authority to organize appraisal and approval of the estimate for the task of preparing for investment in public investment projects without construction components to the Department of Health.
The above changes and adjustments of authority lead to the appraisal and approval process having to be re-implemented according to the new focal point; the budget documents need to be reviewed, accepted and re-submitted according to regulations, prolonging the project implementation time. It was not until mid-November 2025 that the Department of Health was officially assigned the task of organizing the appraisal. Currently, the Department of Health has received all documents, established an appraisal council and is implementing the appraisal of investment preparation budget estimates according to regulations.
