Standards to become a senior doctor and pharmacist in the Army

The Ministry of National Defense proposes standards for the title of medical and pharmaceutical officer in the Army in terms of qualifications, experience and professional achievements.

The Ministry of National Defense is seeking people's opinions on the draft Circular stipulating the Standards for professional - technical - nghiệp vụ titles in the Vietnam People's Army to replace Circular 07/2021/TT-BQP. Which specifically stipulates the standards for titles in the medical and pharmaceutical industry.

This Circular stipulates the qualities and capabilities, necessary conditions, and standards applicable to the professional - technical - nghiệp vụ ranks of officers in the Vietnam People's Army.

This Circular applies to professional - technical - nghiệp vụ officers in the Vietnam People's Army; relevant agencies, units and individuals.

Notably, the criteria for expertise, operating achievements and basic title holding time are maintained as currently regulated. Some requirements on foreign languages, information technology and digital transformation are included in the common standards.

Standards for doctors

Doctors (rank III) must have a doctoral degree and at least 1 year of practical work experience. People holding titles must meet the requirements for expertise in examination, diagnosis, treatment, emergency care, disease prevention and health care for soldiers.

Primary doctor (rank II) must have a specialist doctor degree I or a master's degree in medicine or higher; usually it takes at least 9 years to hold the title of Doctor of rank III, of which the last 2 years are continuous in medical and pharmaceutical expertise. At the same time, they must have achievements in scientific research, initiatives or professional activities as prescribed.

Senior doctors (rank I) must have a specialist doctor degree II or a doctorate in medicine; usually it takes at least 6 years to hold the title of Head Doctor of rank II, of which the last 2 years are continuous in medical and pharmaceutical expertise. In addition, they must have scientific research achievements and scientific publications as required.

Standards for pharmacists

Pharmacists (rank III) must have a pharmaceutical university degree and at least 1 year of practical work experience, and meet the requirements for testing, preservation, distribution, drug use consulting and pharmaceutical work management.

The main pharmacist (rank II) needs to have a specialist pharmacist degree I or a master's degree in pharmacy or higher and usually must have at least 9 years holding the title of Third-class Pharmacist, of which the last 2 years are continuous in medical and pharmaceutical expertise. The person considered for the title must also have scientific achievements, initiatives or professional activities as prescribed.

Senior pharmacists (rank I) must have a specialist pharmacist degree II or a doctorate in pharmacy; usually it takes at least 6 years to hold the title of Lead Pharmacist rank II, of which the last 2 years are continuous in medical and pharmaceutical expertise. In addition, they must meet the requirements for scientific research, invention or scientific publication.

According to the draft, cases where there is not enough time to hold a title as prescribed can still be considered if they meet the replacement conditions, including higher professional qualifications or having held a certain commanding position.

The standards for titles of officers in the medical and pharmaceutical sector are built in the direction of linking professional qualifications, practical experience, research achievements and the ability to perform military medical and pharmaceutical tasks.
