Before the arrangement, the whole city had 118 public service units, including 18 units with regular expenditure guarantees, 48 units with partial self-guarantee, 45 units with full regular expenditure guarantees and 7 units with both regular and investment expenditure guarantees.
According to the planned arrangement plan, ineffective units will be restructured or dissolved, while units with similar functions will be merged to streamline focal points and reduce budget costs.
In particular, there are expected to be some notable changes such as: Saigon General Hospital will merge into Gia Dinh People's Hospital; Tu Du Hospital, Facility 2, established in Can Gio, receives inpatient treatment from the Can Gio Regional Medical Center; Thu Duc City Social Security Center will dissolve after completing the pilot task during the COVID-19 pandemic.
In addition, Ba Ria - Vung Tau Traditional Medicine Hospital and Pham Huu Chi Lung Hospital will also be merged into upper-level hospitals to increase professional efficiency.
Ho Chi Minh City currently has 28/60 public hospitals that have met the specialized level and 7 hospitals with the Geriatrics department, exceeding the minimum requirements of the Ministry of Health. The Department of Health is assigned to maintain and improve the quality of specialized hospitals, while encouraging the development of additional Geriatric departments to meet the needs of caring for the elderly in the context of an aging population.
In addition, all 38 District and Thu Duc City Health Centers were previously transferred under the Department of Health, forming regional health centers for inter-ward and commune health care. 19 district-level general hospitals have also been transferred to the City Department of Health for management and renamed in accordance with the two-level government model.
The city aims to upgrade all commune and ward health stations to complete public service units with enough human resources and infrastructure by the end of 2027.
In the field of preventive medicine, Ho Chi Minh City merges three Center for Disease Control (Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau) into the Center for Disease Control of Ho Chi Minh City (CDC HCMC), aiming for a modern preventive health system with the capacity to monitor, warn and respond promptly to epidemics.
