As of May 2026, Ben Thanh Ward Trade Union, Ho Chi Minh City is managing 423 grassroots trade unions (CĐCS) with 32,521 union members, while the trade union's payroll is only 2 people. With a thin force of trade union officials, while there are many CĐCS, a large force of union members, complex labor relations and no longer district-level trade unions, it greatly affects the full implementation of the functions of the Ward Trade Union organization. In fact, the workload of commune, ward, and special zone trade unions must be equivalent to the old district-level trade unions.
