The weather forecast of the Taiwan Meteorological Administration (CWA) said that tropical depression No. 19 (called tropical depression Igme in the Philippines) will bring extremely heavy rain to Taipei and the eastern, central and southern regions of the island on September 23.
CWA issued a tropical depression warning (TD19) at 1:00 p.m. local time on September 22. The warning said the center of the tropical depression was located at approximately 24.9 degrees north latitude, 119.1 degrees east longitude, with the strongest wind near the center at 43 km/h, gusting to 72 km/h, and a pressure of 1002 hPa. The tropical depression is moving west-northwest at 5 km/h.
Although TD19 has weakened, the CWA says the lingering effects of the system and peripheral clouds could continue to bring heavy rain.
According to the CWA, the tropical depression under the influence of a low pressure system will lead to strong wind gusts at sea. Boats traveling in the area are advised to pay attention to safety issues.
According to China Times, rain is expected to be heavier in northern, central and southern regions, with heavier rain in the afternoon and evening.
Heavy rain is also forecast for the outlying islands of Kinmen, Matsu and Penghu, the CWA said. In addition, heavy rains could trigger landslides, rock falls and swollen streams in mountainous areas. Low-lying areas should also be on the lookout for accumulated rain and the possibility of flooding.
High temperatures in many areas will be in the 28 to 30 degree Celsius range, dropping slightly after nightfall, likely reaching 24 to 26 degree Celsius. Outside temperatures will be cooler as the rain continues.
International storm forecast models indicate that the tropical depression will weaken and dissipate as it moves west-northwest across Fujian province (China) on September 23.
The China Meteorological Administration issued a yellow thunderstorm alert (the second lowest on a four-level scale) across parts of southeastern China on September 23.
Heavy to extremely heavy rain is expected across the region, with peak rainfall of around 250-270 mm expected in eastern coastal areas of Fujian province.
Prolonged heavy rainfall can cause flooding in low-lying areas and areas with easily overwhelmed drainage systems. If conditions become hazardous, local evacuations, flash floods and landslides may occur.
Meanwhile, the Vietnam National Center for Hydro-Meteorological Forecasting said that from the night of September 22 to September 23, in Thanh Hoa and Nghe An, there will be moderate rain, heavy rain, and locally very heavy rain with rainfall from 30-70mm, locally over 130mm.
In the area from Ha Tinh to Thua Thien Hue, there is moderate rain, heavy rain, locally very heavy rain with common rainfall from 40-80mm, some places over 150mm.
From September 24, heavy rain gradually decreased in the Central provinces.
