The Kazakhstan Foreign Ministry spoke about Ukraine's unmanned aerial vehicle (UAV) attack on the Caspian pipeline Consortium (CPC) facility near the city of Novorossiysk, Russia, calling it "another deliberate attack" on key energy infrastructure.
In a statement on November 30, the Kazakhstan Foreign Ministry emphasized that the CPC's oil export port warehouse near the Black Sea port of Novorossiysk is a "pure civil facility protected by international law".
The UAV attack on November 29 completely damaged a CPC wharf, forcing all oil unloading activities to be stopped immediately.
In response to this development, the Kazakhstan government announced plans to shift oil exports to alternative routes.
Russian authorities said the attack was carried out by Ukrainian UAVs.
Kazakhstan Foreign Ministry spokesman Aibek Smadiyarov said the CPC played a key role in stabilizing global energy and that the attack had damaged relations between Astana and Kiev.
This is the third attack on CPC infrastructure serving Kazakhstan's oil exports. Previously, in February 2025, 7 UAVs attacked the CPC's Kropotkinskaya pumping station, causing a decrease in capacity.
The CPC pipeline carries oil from Kazakhstan's Tengiz field, running through southern Russia to the oil export terminal at Novorossiysk in the Black Sea. At Novorossiysk, oil is pumped onto ships for transport to markets in Europe and Asia.
CPC is a joint venture with many international shareholders, including US energy groups such as Chevron and ExxonMobil. The CPC confirmed that the latest attack damaged the administrative building at the oil export station and forced the lifting of the operation to be temporarily suspended.
Employees at this facility were evacuated to the shelter after the alarm blew. However, the CPC stressed that the incident was only temporary. According to the latest report, oil export activities at this Black Sea port have been resumed.
The Kazakhstan Foreign Ministry stressed that Kazakhstan attaches importance to maintaining a stable energy supply and called on Ukraine to take effective measures to prevent similar incidents in the future.
