Russia approaches major gas buyers right next to the US wall

Russia is ready to supply liquefied natural gas (LNG) to Mexico and share technologies in the energy sector.

The news of Russia's readiness to supply gas to neighboring the US was announced by the Russian Embassy in Mexico last weekend.

We have begun cooperation with Mexico. We have excellent LNG technologies and are ready to provide LNG as well as share these technologies," Russian Energy Minister Sergei Tsivilev shared at a press conference with foreign reporters at the St. Petersburg International Economic Forum. Petersburg (SPIEF) 2025.

Minister Tsivilev added that Russia is ready to build a full chain from oil production to processing and transportation to fuel stations.

In the announcement, the Russian Embassy noted that Moscow is also ready to provide oil exploitation technologies suitable for complex geological conditions as well as provide solutions to improve the efficiency of oil processing.

In May this year, Mexico's state-owned oil and gas company Pemex revealed that it is making efforts to restart the stopped oil wells to increase production, in the context of difficulties in achieving the target of 1.8 million barrels per day set by the government.

Pemex currently has more than 30,000 oil wells nationwide, of which about 1/3 are closed. According to internal documents, the oil and gas company is prioritizing the restoration of wells with the potential to increase crude oil, gas or condensed gas production. However, progress is being slowed due to lack of capital and degraded infrastructure.

About 72% of Mexico's gas consumption is currently met through imports, almost entirely from the US. Mexico's gas is mainly used for power generation and industrial operations, with the majority of the gas being transported via pipelines.

In January this year, sources revealed that Mexico is accelerating plans to double strategic gas reserves, amid concerns that US President Donald Trump could take advantage of Mexico's dependence on US gas to put pressure.

The increased dependence on imports from the US, most clearly demonstrated through incidents such as the 2021 winter storm of Texas causing widespread power outages and damage, has prompted Mexico to expand its gas reserves to 2025-2026 to strengthen energy security, prevent supply shocks or geopolitical risks.

Russia's LNG exports to Asia and Europe have long been a key activity in the country's energy diplomacy. However, Western sanctions and a shift to renewable energy by Europe have forced Russia to seek new markets.

Meanwhile, Mexico aims to become the fourth largest LNG exporter by 2030, taking advantage of geographical advantages, with a transportation time to Asia 10 days shorter than from the US Gulf Coast.

These developments have led to discussions about Russia's involvement in Mexico's LNG infrastructure projects, such as the Saguaro gas pipeline and Puerto Libertad port warehouse.
