The Italian Justice Ministry said it is capable of releasing about 10,105 detainees, equivalent to nearly 15% of the total number of prisoners, to reduce the overload in prison.
According to the latest statement, about 10,105 prisoners are assessed as capable of being detained to apply alternative forms of detention, including house arrest or probation. These people must meet a number of strict criteria such as the verdict has come into legal effect, the remaining execution period is less than 2 years and no serious disciplinary violation within the past 12 months.
However, the Ministry of Justice affirmed that this amnesty will not apply to those convicted of serious crimes such as terrorism, organized crime, rape, human trafficking or kidnapping.
Data from the World Prison brief database shows that Italy is one of the European countries with the highest prison overload rate, with an usage rate of up to 122%. According to international standards, any rate exceeding 100% shows that detention facilities have been used beyond the permitted level. Only Cyprus, France and Turkey currently have a higher rate than Italy in Europe.
The issue of prison living conditions in Italy is attracting public attention after a series of suicide cases and reflections on the high summer temperatures in prison facilities with poor air conditioning. This situation has raised concerns among lawmakers and human rights organizations, and put pressure on the government to find a solution.
However, the early release plan is still a politically sensitive issue. The Italian Ministry of Justice stressed that the process cannot take place suddenly or uncontrollably. A special task force has been established to coordinate between the prison and specialized judges to review and approve suspended sentences. The group will meet weekly and is expected to report its work results in September.
The implementation of the plan will be carefully considered in each specific case, to ensure that it does not affect social security and public trust in the legal system.
