On the same day, Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son also sent a message of condolences to US Secretary of State Marco Rubio.
The death toll from the severe flash flood in the US state of Texas has increased to 104, according to the latest confirmation from local authorities on July 7, US time. Of these, Kerr County was hit hardest, with 84 deaths, including 56 adults and 28 children.
The flash flood occurred on the morning of July 4, when the rainfall equivalent to several months of heavy rain fell in just a few hours, mostly at night. The water flowing through the Guadalupe riverside area, where many summer schools for students are concentrated, has washed away many areas of activity and caused serious damage.
Camp Mystic - one of the largest summer camps with about 750 female students - is the place with the largest recorded casualties. Of the 28 children who died, 27 were from this summer camp. At least 10 campers and a tour guide are still missing.
In the neighboring areas, authorities recorded at least 20 more deaths and 13 missing people. Travis County is the second worst hit after Kerr County, with seven people killed and 10 missing.
US President Donald Trump has declared a large-scale disaster in Kerr County to mobilize federal resources to support response. He described it as "a 100-year drama that no one expected to come to" and planned to visit Texas on July 11.
In response to criticism of cutting budgets for weather forecasters, the White House spoke out against it. Press secretary Karoline Leavitt affirmed that the warning systems have been operating effectively, with forecasts given promptly and accurately.
" blaming President Trump for these floods is a dangerous lie, which does not help at this difficult time for the whole country," Leavitt said on July 7.
This is one of the most serious natural disasters the state of Texas has faced in recent years, raising many questions about its ability to prevent and adapt to increasingly severe climate change.
The historic flash flood caused hundreds of casualties, most of the victims were children in the summer camp along the river
