Colombia declares a state of emergency after strong earthquake of magnitude 7.4; Refinery tank of oil refinery in Libya attacked;... are prominent world news on the morning of August 11.

Colombia declares a state of emergency

Colombia declared a state of emergency on August 10, local time, after a strong earthquake that killed at least 111 people, damaged more than 1,500 buildings and an unidentified number of people buried under the rubble.

The magnitude 7.4 earthquake shook many cities across Colombia's coffee production region and the Pacific coast.

Authorities have launched a large-scale rescue operation in many cities and put hospitals on red alert.

President Abelardo de la Esperiella, who took office 3 days ago, declared a state of emergency and pledged Colombia would "go forward together".

The earthquake was felt throughout Colombia, including the capital Bogota. At a depth of 110km, the earthquake was also felt in neighboring Ecuador and Panama.

Experts at the US Geological Survey said that the earthquake may be caused by a shift along a deep fault in the Nazca plate.

Mr. Trump signs executive order to promote vaccination reform for children

US President Donald Trump signed an executive order on August 10, local time, promoting the review of mandatory vaccination regulations in schools and reiterating the call to separate measles, mumps and rubella (MMR) vaccines into 3 separate doses.

Many medical experts believe that this move is unfounded and potentially harmful to public health. The federal government does not have the right to directly control some areas mentioned in the decree. For example, states have the right to require vaccination for students to go to school.

Regarding these contents, President Trump's decree is more suggestive than an order. "States and territories are recommended to reconsider" President Trump's administration's recommendations on "vaccination requirements in contexts such as registration and school attendance".

Many years of clinical evidence supports the safety of combined MMR vaccine. Public health experts have long emphasized that combined vaccines provide children with better and faster protection, while reducing difficulties for parents in arranging multiple times to take their children for vaccination.

Fuel tank of Libya's large oil refinery attacked

The Libyan National Oil Corporation (NOC) said on the evening of August 10 that a fuel tank at the Zawiya oil refinery in western Libya was hit, causing a serious fire and completely collapsing the tank.

The 402-T tank, operated by Brega Petroleum Marketing Company, a subsidiary of NOC, holds about 4.5 million liters of gasoline.

Fire and safety teams from the refinery, Brega company and neighboring oil and gas companies are making efforts to control the fire and prevent it from spreading to other facilities and works.

This incident is the latest attack targeting oil assets and facilities in the city of Zawiya.

Initial reports said that this tank was the target of a suicide drone. There are currently no official reports on the cause of the explosion or casualties caused by the incident.
