On the afternoon of July 6, 2025 local time (morning of July 7, Hanoi time), in Rio de Janeiro, Politburo member and Prime Minister Pham Minh Chinh attended the 2025 BRICS Summit and made an important speech at the BRICS Summit on "Strengthening multilateralism, economic - financial issues and artificial intelligence".
As a BRICS partner country, the Prime Minister affirmed that Vietnam is a sincere friend, trustworthy partner, active and responsible member in the BRICS and international communities; ready to work with BRICS and the Southern countries to promote mutually beneficial cooperation, enhance connectivity and jointly solve common challenges, towards building a scientific, effective, inclusive and sustainable global governance system.
Prime Minister Pham Minh Chinh proposed "3 pioneers" in strategy for BRICS and partner countries.
Firstly, BRICS and the Southern countries need to pioneer in reviving multilateralism, persistent in dialogue and cooperation on the basis of the fundamental principles of the United Nations Charter and international law.
BRICS needs to actively participate in promoting reforms of global institutions such as the United Nations, IMF, WB, WTO in the direction of meeting the reality and needs of developing countries, enhancing South-South cooperation, promoting connectivity, building trust and cooperation between developing and developing countries.
Second, pioneering in promoting trade liberalism, respecting the legitimate and legal rights and interests of countries.
To enhance strategic autonomy, BRICS and the Southern countries need to increase market opening, promote supply chain linkages, mobilize and share resources, support technology transfer and train human resources for healthcare, education, digital infrastructure projects, green transformation, and climate change adaptation.
Third is to pioneer in promoting the power of artificial intelligence (AI) to serve humans, not replace humans.
BRICS needs to work with multilateral mechanisms to promote the building of a fair, secure, safe and accessible global AI governance system. Build an AI ecosystem that complies with ethical values, balancing innovation and social benefits.
Cooperate to build digital infrastructure, green and high-performance standard data centers; develop high-quality human resources, AI programs for the community, helping everyone access and benefit from AI.
The Prime Minister affirmed that Vietnam will work with the international community to continuously strive, unite and make efforts to build an equal, inclusive and sustainable global governance system.
Prime Minister Pham Minh Chinh's speech conveyed a strong message on strengthening multilateral cooperation, enhancing the role of developing countries in the global governance system, affirming Vietnam's commitment and active and responsible contribution to the common efforts of the international community, which was welcomed, expressed in agreement and highly appreciated by many countries.
