This is the third time in three consecutive years that Prime Minister Pham Minh Chinh has visited Brazil as Prime Minister.

On the afternoon of July 4, Politburo member and Prime Minister Pham Minh Chinh and his wife Le Thi Bich Tran and the high-ranking Vietnamese delegation left Hanoi to attend the 2025 BRICS Summit and hold bilateral activities in the Federative Republic of Brazil from July 4 to 8, at the invitation of President of the Federative Republic of Brazil Lula da Silva.

The official delegation accompanying Prime Minister Pham Minh Chinh and his wife during the working trip included: Minister of Culture, Sports and Tourism Nguyen Van Hung; Secretary of the Thanh Hoa Provincial Party Committee Nguyen Doan Anh; Permanent Deputy Inspector General of the Government Inspectorate Tran Duc Thang; Deputy Minister of National Defense Nguyen Hong Thai; Deputy Minister of Public Security Dang Hong Duc; Deputy Head of the Government Office Pham Manh Cuong; Deputy Minister of Foreign Affairs Nguyen Minh Hang; Deputy Minister of Agriculture and Environment Phung Duc Tien; Deputy Minister of Finance Nguyen Thi Bich Ngoc; Deputy Minister of Industry and Trade Phan Thi Thang; Deputy Minister of Science and Technology Pham Duc Long; Vietnamese Ambassador to Brazil Van Nuoc.

In the context of many strong changes in the world and regional situation, this working trip of the Prime Minister with diverse activities both bilaterally and multilaterally will continue to concretize the important goals and tasks of Resolution 59 of the Politburo on international integration in the new situation; at the same time, practically implement the foreign policy of independence, self-reliance, multilateralization, diversification, being a trusted friend, partner and responsible member of the international community.

This is the first time Vietnam has attended the BRICS Summit as a partner country, a multilateral cooperation mechanism between emerging economies that is increasingly influential both economically and politically.

Vietnam becoming a BRICS partner country, as well as attending this Summit affirms its role and responsibility in multilateral mechanisms with the desire to strive to contribute, enhance the voice and role of developing countries, promote international solidarity, inclusive multilateralism, comprehensiveness in the spirit of respect for international law as well as further deepen cooperation between Vietnam and BRICS member countries.

From a bilateral perspective, this working trip of the Prime Minister will continue the success of recent high-level visits of Prime Minister Pham Minh Chinh on the occasion of attending the G20 Summit of the Leading Developed and Emerging Countries (November 2024) and the State visit to Vietnam by Brazilian President Lula da Silva (March 2025).

This is also the third time in three consecutive years that Prime Minister Pham Minh Chinh has visited Brazil as Prime Minister. Prime Minister Pham Minh Chinh will have bilateral activities to promote multifaceted cooperation with Brazil - an important strategic partner, Vietnam's largest trading partner in Latin America.

The visit will be an opportunity for the two leaders to discuss major orientations to promote trade, investment, and agricultural cooperation, contributing to market diversification, product diversification, and supply chain diversification in the context of complicated global trade today.
