The Government newspaper reported that on the occasion of attending the BRICS Summit and implementing bilateral activities in Brazil, at noon on July 5 (local time), Politburo member and Prime Minister Pham Minh Chinh had an important meeting with Brazilian President Luiz Inacio Lula da Silva.
The Prime Minister appreciated Brazil's increasingly enhanced role in promoting global agendas, and believed that Brazil would continue to promote its role in important multilateral mechanisms when it holds the role of G20 Chair in 2024, BRICS Chair, COP 30 Chair and Mercosur Chair in 2025.
Regarding bilateral relations, Prime Minister Pham Minh Chinh emphasized that the relationship between the two countries is developing very well. The two leaders agreed to continue to coordinate in implementing measures to strengthen bilateral relations commensurate with the framework of the Strategic Partnership.

The two leaders expressed their satisfaction with the very positive and specific results in opening the agricultural product markets of the two countries. On this occasion, Brazil exported the first batch of beef products to Vietnam and Vietnam exported pangasius, basa and tilapia to Brazil, contributing to enhancing the effectiveness of economic and trade cooperation, bringing practical benefits to people and businesses of the two countries.
Brazil affirmed that it is ready to import more seafood and rice from Vietnam. At the Prime Minister's request, the two sides agreed to sign an agreement on ensuring stable and long-term food security for Brazil, in which Vietnam will export rice to stabilize food for Brazil.
The two leaders also agreed to promote cooperation in the coffee industry, promote the formation of production and export alliances, research and building exchanges, building common brands and enhancing coffee enjoyment culture associated with the culture of the two peoples.
The two sides agreed to promote a new direction of cooperation, which is to invest in the production and processing of on-site agricultural products to serve the markets of the two countries and export to other countries, promote the strengths of each country, optimize costs and harmonize benefits.

Prime Minister Pham Minh Chinh suggested that the Brazilian President support the early termination of FTA negotiations between Vietnam and the South American Common Market (MERCOSUR) in the last 6 months of 2025 during Brazil's term as President of MERCOSUR as well as the FTA between Vietnam and Brazil. The Brazilian President affirmed that he supported the Prime Minister's proposal; agreed that the two Ministers of Industry and Trade should discuss immediately and closely coordinate with MERCOSUR members.
The two sides affirmed the importance of maintaining peace, stability, security, freedom of navigation and aviation in coastal areas, including the East Sea, on the basis of respect for the interests of coastal states, in accordance with international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
Immediately after the talks, the Prime Minister and the President of Brazil witnessed the Ceremony to Award the Memorandum of Understanding on Science - Technology Cooperation, Innovation and Digital Transformation; the Ceremony to announce the first export shipment of pangasius and tilapia from Vietnam to Brazil and the Ceremony to announce the first export shipment of beef from Brazil to Vietnam.
