The incident occurred on the morning of July 31, Vietnam time, the cause is still being clarified. The pilot parachuted safely, according to information from the Navy.
The live video shows the fire and dense black smoke rising from the accident site on a flat, vacant agricultural land near the air base, about 64km southwest of Fresno City, in central California.
The Fresno County Sheriff's Office said a group of local medical staff were present at the scene to assist the pilot, and the Cal Fire Fire Department also immediately deployed.
The crashed plane belonged to the VF-125 attack fighter squadron, nicknamed Rough Raiders. VF-125 is responsible for training pilots and crew.
The crashed plane was an F-35C, one of three variants of the F-35 Lightning II, designed for use on US aircraft carrier vessels.
The US Air Force uses the F-35A, while the Navy uses the F-35B, a short-range take-off and vertical landing aircraft.
The nearly $100 million crash was the second of an F-35 this year.
Previously, another Air Force F-35A crashed at Eielson Air Force Base in Alaska in January during a training mission. The pilot also parachuted safely in that incident.
The F-35 is one of the most advanced fighter jets in the world, a key foundation in the current US air force.
The F-35 is produced by lockheed Martin and has been praised for its stealth and advanced combat capabilities. Worldwide, the military of more than 17 countries is using F-35.
