With more than 6.3 million Vietnamese people abroad, including about 30,000 PhD-level experts, the overseas Vietnamese community is considered a particularly important intellectual resource; if effectively exploited, this resource can create a major boost for the country's development.
Talking to VNA in Brussels, Dr. Phung Quoc Tri - Chairman of the Vietnam Intellectuals Association in the Kingdom of Belgium and the Grand Duchy of Luxembourg (ViLaB), shared that the concept of "the era of rise" reflects the inevitable requirements of the development process, in which Vietnam needs to shift its growth model from relying on cheap labor to relying on knowledge, science - technology and innovation.
Discussing taking advantage of the advantages of the Vietnamese intellectual community in Europe, especially in Belgium, Dr. Phung Quoc Tri said that the 14th Congress needs to define a clear strategy, with specific goals and measurement indicators in mobilizing intellectuals from abroad.
The Chairman of ViLaB expects that the proportion of national-level research and development projects with the participation of overseas Vietnamese intellectuals will increase day by day, thereby contributing to improving the country's biological science and technology capacity.
Looking towards the 14th Congress, the Chairman of ViLaB expressed his desire that the Congress will lay the foundation for a sustainable innovation ecosystem, in which development policies are built on the basis of science and practical evidence. According to him, investing in education, science and technology; promoting energy transition associated with environmental protection; jointly developing digital medicine and personalized medicine will be important pillars for Vietnam to both grow quickly and develop sustainably.
Following the 14th Congress, scholar Nguyen Huu Dong - election expert of the United Nations, Chairman of the Vietnamese Association in Mexico - emphasized that the 14th Congress is not only an event of the Communist Party of Vietnam alone, but also a "convergence point of social expectations", where people expect clear orientations for sustainable development, for a more resilient economy in the face of external shocks and for a proactive and confident Vietnam in international relations.
From the US, lawyer Dang Chien Thang acknowledged that the 14th Party Congress not only marked the successful journey of the 13th term, but also laid the foundation for breakthrough steps.
Sharing this expectation, Mr. Tran Thang - Chairman of the Vietnam Institute of Culture and Education in New York, wished that the Congress would select a leadership team with sufficient capacity, bravery and vision, and at the same time clearly define the direction of socio-economic development suitable to the domestic and world context. According to Mr. Tran Thang, along with the growth goal, the 14th Congress needs to focus on building people - from improving knowledge, taking care of health to protecting the living environment, considering these as three inseparable pillars of long-term development.
Mr. Nguyen Phan Bao Thuy - Chairman of the Vietnamese Youth and Student Association in France - expects the 14th Congress to clearly establish a long-term development vision based on science and technology, artificial intelligence, digital transformation and green transformation.
Professor Le Van Cuong - Director of Honorary Research at the French National Center for Scientific Research (CNRS), said that the 14th Congress needs to create stronger breakthroughs in institutional reform and innovation of the growth model. He proposed a clear mechanism to mobilize and effectively promote the intelligence of Vietnamese intellectuals at home and abroad - a particularly important resource in the context of increasingly deep integration.
