On May 15, the expanded Meeting of Foreign Ministers of the Group of emerging economies (BRICS) continued its second working day with a discussion session on the topic "Reforming multilateral systems and global governance" and a closing session.
Deputy Minister of Foreign Affairs Nguyen Minh Hang attended and spoke at the discussion session and had bilateral contacts with a number of important partners.
Speaking at the discussion session, Deputy Minister Nguyen Minh Hang emphasized that the complex developments of the current international situation show that multilateral institutions and global governance need to be reformed and strong enough to protect and uphold the basic principles of international law and the United Nations Charter, effectively respond to conflicts and negative impacts on trade, energy, supply chains and global growth, especially for developing countries, catching up with the rapid development of science and technology and innovation, especially artificial intelligence.
In that spirit, the Deputy Minister requested countries to act responsibly, comply with international law and the United Nations Charter, respect the independence, sovereignty and territorial integrity of nations; exercise restraint, not use force or threaten to use force; resolve disputes by peaceful means, through dialogue, ensuring maritime security and safety, freedom of navigation through straits in accordance with international law, including UNCLOS 1982.
The Deputy Minister also proposed that BRICS participate in promoting South-South cooperation, strengthening North-South dialogue in shaping global governance structures, in which priority is given to promoting ensuring that developing countries have equal access to financial, technological and knowledge resources.
The Deputy Minister affirmed that with the role of APEC 2027 host country, chairing and co-chairing many Mekong cooperation mechanisms, an active member of ASEAN, Vietnam is ready to contribute to promoting dialogue and cooperation between BRICS and the Asia-Pacific region, especially in areas such as supply chains, development finance, green transformation, innovation, and human resource development.
Within the framework of the Conference, Deputy Minister Nguyen Minh Hang and heads of delegations paid a courtesy visit to Indian Prime Minister Narendra Modi. At the meeting, the Deputy Minister conveyed the greetings of General Secretary and President To Lam to Prime Minister Modi, thanked the Government, leaders and people of India for their thoughtful, affectionate and respectful reception for General Secretary and President To Lam and the high-level delegation of Vietnam during their very successful state visit to India, and respectfully requested the Prime Minister to pay attention to and direct relevant agencies of India to closely coordinate with Vietnam to urgently and most effectively implement the important results of the visit.
Prime Minister Narendra Modi sent a cordial greeting to General Secretary and President To Lam; highly appreciated the results of the recent visit to India by the General Secretary and President, affirming that the visit is of strategic importance, opening a new era in cooperative relations between the two countries. To achieve this expectation, Prime Minister Modi emphasized the necessity to effectively implement the commitments and agreements signed and requested the Ministries of Foreign Affairs of the two countries to closely coordinate, actively urge and promote.
