This information was stated by Vietnamese Foreign Ministry Spokesperson Pham Thu Hang at a regular press conference on the afternoon of May 14.
Spokesperson Pham Thu Hang pointed out: Vietnam's legal system related to intellectual property rights (IP) has been continuously improved and synchronized, and from the IP Law of 2005 to the amendments and supplements to the law, especially the amended law of 2025, the legal framework has become increasingly complete, modern and suitable for domestic development practices as well as commitments in new generation free trade agreements that Vietnam is participating in.
Vietnam's efforts in improving the innovation and protection environment, and enforcing IP rights have been recognized by the World Intellectual Property Organization (WIPO) with a ranking in 2025 reaching 44/139 countries and economies in the global innovation index, belonging to the group of countries with positive results in ASEAN in this field.
In addition to completing the legal framework, the government has also issued many directing and operating documents to strengthen the enforcement of IP rights and fight against smuggling, trade fraud, counterfeit goods and goods infringing on IP rights, including Directive No. 02 dated January 30, 2026 of the Prime Minister on strengthening the enforcement of IP rights, including the project on combating counterfeit goods and protecting consumers in e-commerce in 2025 and a series of directives and telegrams directing peak periods in 2025.
In particular, on May 5, 2026, the Prime Minister issued Official Dispatch No. 38 focusing on directing the drastic implementation of solutions to prevent and handle acts of infringement of IP rights in order to strive to create a strong shift and improve practical efficiency in this field.
This shows Vietnam's consistent policy of strengthening protection and enforcement of IP rights, associated with the requirement of full development and building a healthy, safe business investment environment and effectively implementing international commitments" - Ms. Hang said.
According to the Spokesperson, in the past time, Vietnamese functional agencies have closely coordinated with businesses operating in the technology sector, businesses providing cross-border platforms and services to detect and handle many cases related to IP.
In 2025, Vietnamese functional forces handled thousands of cases related to IP infringement, of which the market management force alone handled 3,306 cases of IP infringement on the traditional market and 599 cases on e-commerce and social networks, and more than 1,200 websites providing content sharing with signs of copyright infringement and related rights were prevented. The number of criminal cases, prosecutions, and trials on IP increased compared to the previous year. Customs authorities also detected and handled many cases of counterfeit goods and goods infringing on IP with high value.
Sharing recommendations with the business community, including export businesses, Ms. Pham Thu Hang emphasized that this is a common responsibility to build a healthy and transparent business environment, enhance the prestige of Vietnamese businesses and Vietnam's image in economic cooperation and international trade cooperation.
Vietnam requests the US to have an objective and balanced assessment of Vietnam's efforts and results in the field of IP protection and enforcement. And at the same time, we are also ready to share information and clarify Vietnam's policies and regulations with international partners including the US to properly handle differences and thereby contribute to building a transparent and healthy business investment environment in Vietnam as well as promoting international cooperation in the field of IP" - Spokesperson of the Vietnamese Ministry of Foreign Affairs said.
