According to Deputy Minister of Foreign Affairs Dang Hoang Giang, this result not only reflects Vietnam's increasing international prestige but also affirms the correctness and consistency of the independent, self-reliant, multilateralized, diversification foreign policy and the comprehensive approach to human rights, putting people at the center of our Party and State.
First of all, Vietnam has done well in ensuring human rights in the country. In 2025, Vietnam achieved a growth rate of 8.02%, creating a solid foundation for achieving double-digit growth in the 2026-2030 period; the multidimensional poverty rate is 1.3%, down from 4.4% in 2021. These achievements are the basis for Vietnam to make commitments and priorities when taking on the position of member of the UNSC for the 2023-2025 term and developing into specific achievements and contributions.
On the basis of Resolution 59-NQ/TW on international integration in the new situation, Vietnam has fully, actively and substantively participated in the activities of the HRC. Vietnam not only shares domestic experiences on hunger eradication and poverty reduction, ensuring social security, gender equality and protecting the rights of vulnerable groups, but also makes many constructive proposals towards the goal of "leaving no one behind" of the 2030 Agenda on Sustainable Development.
Vietnam chaired the introduction of the Resolution commemorating the 75th anniversary of the Universal Declaration of Human Rights (UDHR) and the 30th anniversary of the Vienna Declaration and Programme of Action (VDPA) - two historical milestones of the global human rights movement; and together with partners promoted the resolution on climate change and human rights, as well as the resolution on children's rights in cyberspace, associated with global efforts to prevent and combat high-tech crime.
Vietnam also seriously and transparently implements international human rights obligations when successfully defending national reports under the UPR cycle IV mechanism (May 2024), as well as reports under the Convention Against Apartheid (CERD), the Convention on the Rights of Persons with Disabilities (CRPD) and the Convention on Civil and Political Rights (ICCPR). This process demonstrates a high sense of responsibility, readiness for open dialogue and receptiveness to constructive recommendations from the international community.
In handling sensitive issues at the UNSC, Vietnam persistently protects the basic principles of the UN Charter, respects independence, sovereignty, territorial integrity and does not interfere in the internal affairs of nations, and actively contributes to joint efforts to ensure human rights in all circumstances.
Deputy Minister Dang Hoang Giang emphasized that, entering the 2026-2028 term, in the context of the 14th Party Congress identifying foreign affairs as one of the strategic pillars of the country, Vietnam's continued membership in the HRC is of great strategic significance. This not only helps consolidate the favorable foreign affairs situation for development but also affirms that Vietnam meets high human rights standards, contributing to fighting against distorted arguments and protecting national interests.
Accordingly, Vietnam will continue to implement comprehensive international integration, participate more deeply in the executive mechanism of the HRC; promote initiatives on climate change, children's rights, gender equality, health and human rights education associated with domestic development goals; and strengthen the link between the UN and ASEAN on human rights, consolidating ASEAN's central role in the regional structure.
Deputy Minister Dang Hoang Giang affirmed that, with a solid foundation from the previous term and high trust from the international community, Vietnam enters the 2026-2028 term with a confident, proactive and responsible attitude. The journey ahead is still challenging, but with bravery, experience and the support of international friends, Vietnam will continue to make practical contributions to building a peaceful, humane and inclusive world, where everyone fully enjoys their basic rights.
