With a time of 7 minutes and 18 seconds, Desriac Loic surpassed Sarda Javier (7 minutes 29 seconds 68) and Mai Nguyen Hung (7 minutes 33 seconds 50), winning and being honored to wear the first yellow shirt of this year's tournament.

A new feature of this year's tournament is that the Organizing Committee will test doping for athletes participating in the tournament. This is the first time in the history of the Ho Chi Minh City Television Cycling Cup (HTV) that doping testing has been done on athletes to avoid fraud in competition.
Test samples of athletes will be sent abroad for testing. If they are found to be positive for doping, athletes will be subject to strict penalties in the spirit of the World Anti-Doping Committee.
