What is the reason for that regulation? That “without strict regulations, it is easy for strong units with large budgets to skim off the top, not providing professional training but investing in signing contracts with good athletes from other units to solve immediate performance goals”.
It sounds like it creates fairness for the competition between units, creating a fair competition in terms of achievements. However, expanding and looking deeper, this regulation is one of the issues that contributes to hindering the development of Vietnamese sports. Why can't strong units use finance to build a strong team and "reap" medals?
What is the disadvantage for the athlete's management unit? Probably nothing, because in principle, the transfer will give them a transfer fee in return - the better the athlete, the higher the transfer fee, so that they can rotate, reinvest, and train the next generation of athletes.
However, while world sports, world football has operated that way - and accepted the presence of financially powerful clubs, Vietnamese sports are on a different trajectory. It can be clearly seen in football, with transfers in which the series of numbers with many zeros is just "a signing bonus for players" and not "a flow of money from one club to another". It is even more surprising to see the information showing that "there has been no objection" in the past 10 years. Is the "no objection" in such a quiet, easy way as words and "unanimously" agreed upon? But seeing Vietnamese football clubs often lose when involved in international lawsuits, or the stories of "asking for, giving medals" in domestic tournaments... suddenly no longer exist.
It's not too late to change, it's just that we're wasting too much time on such a regulation.
