On August 8, 2025, the Ministry of Industry and Trade issued Decision No. 2272/QD-BCT on the establishment of the Drafting Team of the Ministry of Industry and Trade regulating the roadmap for applying the mixing ratio of biofuel and traditional fuel in Vietnam (D Drafting Team). On August 15, 2025, the Drafting Team held its first meeting to contribute ideas to complete Draft 1 Circular.
Accordingly, from January 1, 2026, the whole country will switch to using E10 biofuel and carrier gasoline (for example, RON 92, RON 95 or carrier gasoline in accordance with Vietnam's regulations). From January 1, 2021, E15 or higher will be used based on the results of the E10 gasoline implementation phase, the socio-economic situation and the development of equipment and engines using gasoline at that time.
Commenting on this draft, Ms. Nguyen Thi Trang - Deputy Chief of Office of the Vietnam Petroleum Association proposed that the Ministry of Industry and Trade soon issue a roadmap to regulate the ratio of biofuel blending so that provinces, cities, and petroleum businesses have a legal basis to promptly prepare facilities and make appropriate business plans.
The most optimal solution to successfully implement this roadmap is to completely replace mineral gasoline with E10 biofuel. We also recommend that the Ministry of Industry and Trade give its opinion to the Ministry of Science and Technology to review, amend and adjust a number of technical regulations related to biofuel, regulations on registration of processing facilities, gasoline quality management to suit actual conditions and create favorable conditions for businesses when implementing business according to the new roadmap" - Ms. Nguyen Thi Trang emphasized.
According to Mr. Nguyen Quang Dung - Deputy General Director of the Vietnam National Petroleum Group, for the roadmap for applying the biofuel mixing ratio to be implemented effectively, the role of the media is very important.
"Associations such as the Vietnam Automobile Manufacturing Association and the Vietnam Association of Motorcycle Manufacturers need to promote propaganda in both documental and seminar and conference forms on the benefits of biofuel for vehicles and the environment. Manufacturers of biofuel vehicles also need to confirm that biofuel is actually good for the engine. As for businesses, it is necessary to ensure the supply to the market of standard raw materials, ensure quality and comply with management requirements" - Mr. Dung said.
In an interview with Lao Dong, Mr. Bui Ngoc Bao - Chairman of the Vietnam Petroleum Association assessed that the transition to using biofuel, especially E10 gasoline, is a common trend in the world in the context of fossil fuels having a negative impact on the environment.
