The market in Hanoi remains stable
According to the work results report of the Hanoi Steering Committee 389, in November 2025, the commodity market in Hanoi will continue to maintain a stable state, the supply of essential goods is guaranteed, there will be no unreasonable price increases or local shortages.
Some commodities have slight fluctuations in prices, most notably domestic gold prices affected by world market developments.
Commercial activities and consumer stimulus recorded many bright spots, notably the 2025 Autumn Fair held in Dong Anh commune, attracting a large number of people and businesses to participate, contributing to promoting OCOP products, agricultural products and handicrafts.

To ensure a healthy business environment, the Head of the Hanoi Steering Committee 389 has directed two interdisciplinary inspection teams to strengthen supervision of shopping activities at the fair, preventing the risk of mixing counterfeit, fake and poor quality goods.
Through inspection, the working groups did not record any unreasonable price increases, goods were abundant, meeting the needs of the people.
Smuggling, trade fraud and counterfeit goods are still complicated
In addition to positive signals, the situation of smuggling, trade fraud and counterfeit goods in Hanoi still has many complex factors.
On the air route, the Customs force coordinated with the Police to discover many cases of smuggling and illegal transportation of drugs, currency and gold. In the domestic market, the production and trading of counterfeit goods, goods that violate intellectual property rights, trading in goods of unknown origin, smuggled goods, and banned goods continue.
In particular, the subjects took advantage of e-commerce, social networks and express delivery services to buy and sell goods in violation. Violating goods appear in most consumer goods such as food, foodstuffs, renewable medicine, fashion, electronics, cigarettes, cosmetics and functional foods.
Notably, on November 5, 2025, Interdisciplinary Inspection Team No. 1 of Hanoi Steering Committee 389 inspected a handbag business establishment at 248 Thuong Yen (Chuyen My commune) and discovered 1,610 handbags with signs of counterfeiting famous brands such as Chanel, Dior, YSL, Hermes, MLB. All of the airports do not have legal invoices or documents, showing signs of infringing on intellectual property rights protected in Vietnam.

In November 2025, the Hanoi Steering Committee 389 will continue to direct departments and branches to seriously implement the instructions of the Government, the Prime Minister and the National Steering Committee 389.
The two interdisciplinary inspection teams are assigned to closely follow Plan No. 78/KH-BCD389/TP (October 8, 2025) to strengthen inspections throughout the area, especially at points at high risk of violations.
The Department of Industry and Trade will preside over the development of Regulations on responsibilities and coordination between state management agencies in the fight against smuggling, and at the same time organize a conference with 10 Departments of Industry and Trade of the Northern provinces to deploy draft Inter-regional Coordination Regulations, contributing to improving the effectiveness of handling across the area.
At the same time, units continue to implement Plan No. 46/KH-BCD389/TP dated July 16, 2025 on propaganda work, coordinate with press agencies such as Vietnam Television, PT-TH Hanoi, Cong Thuong Newspaper, Chuong Thuong Magazine, Hanoi Moi Newspaper, Lao Dong Newspaper... to promptly update information, warn of violation tricks and commend outstanding collectives and individuals.
Regarding the results of handling violations, in November 2025, the functional forces under the Hanoi Steering Committee 389 inspected and discovered 2,498 cases, handling 2,447 violations, including 249 cases related to prohibited goods, smuggled goods; 183 cases of counterfeit goods; 2,015 cases of trade fraud.
According to Ms. Nguyen Kieu Oanh - Deputy Head of the Standing Committee of the Steering Committee 389 of Hanoi City, at the end of the year and near the Lunar New Year 2026, high consumer demand will create conditions for smuggling, trade fraud and production and trading of counterfeit goods to continue to develop complicatedly.
The Steering Committee 389 of Hanoi City requires units to deploy tasks for December 2025 with a proactive spirit, strengthen coordination, focus on inspecting key areas, large gathering points, transit points and e-commerce sectors, in order to effectively control the market.
Along with that, the forces were thoroughly implemented Directive No. 13/CT-TTg and closely followed Plan No. 05/KH-BCD389/TP; continued to innovate propaganda work, raise self-defense awareness of people and businesses, and promptly proposed rewards, summarized difficulties and problems to report to the National Steering Committee 389 according to regulations.
