Continued complicated developments
According to the report of the National Steering Committee 389, in the third quarter of 2025, the situation of crimes and violations of the law on the production and trading of counterfeit goods, goods violating intellectual property rights, goods violating trademark rights, trading in expired goods, goods of unknown origin, trading in smuggled goods, goods without invoices, documents, animal products infected with epidemics... continued to develop complicatedly.
Activities taking advantage of e-commerce, social networks, express delivery services and postal services to transport and consume goods of unknown origin, counterfeit goods, and poor quality goods have increased sharply in major provinces and cities such as Hanoi, Phu Tho, Hai Phong, Hung Yen, Bac Ninh, Ho Chi Minh City and Dong Nai.
Through the work of preventing and fighting of the authorities, the whole country has detected, arrested and handled more than 31,000 cases, collecting more than VND 3,600 billion to the budget; 462 cases were prosecuted with 915 subjects.

As a key area, Hanoi continues to increase market inspection and control forces.
According to the Steering Committee 389 of Hanoi City, in October 2025 alone, the authorities inspected and arrested 3,378 cases related to smuggling, trade fraud and counterfeit goods; handled 3,257 cases, including 3,248 administrative cases and 9 prosecutions with 19 defendants.
To proactively prevent and combat increased smuggling and trade fraud during Tet, the National Steering Committee 389 requires ministries, branches and localities to continue to thoroughly grasp and strictly implement the Government's instructions, especially Directive 13/CT-TTg.
The urgent task is to advise the Head of the National Steering Committee 389 to issue and direct the effective implementation of the Peak Plan against smuggling, trade fraud and counterfeit goods before, during and after the Lunar New Year 2026.
Provinces and cities must continue to improve the 389 Local Steering Committee according to the 2-level government model to effectively organize the implementation of the fight against smuggling, trade fraud and counterfeit goods within the management area.
The Standing Office of the National Steering Committee 389 will monitor, inspect, urge, and summarize the results of implementing the directives of the Government, the Prime Minister, and the Peak Plan against smuggling, trade fraud, and counterfeit goods before, during, and after the 2026 Lunar New Year of ministries, branches, and localities.
Stabilizing the market, protecting consumer rights
As a densely populated area with high consumer demand, Hanoi City has become a hot spot for smuggling, trade fraud, trading in counterfeit goods, poor quality goods, and infringement of intellectual property rights.
Through the results of recent prevention and handling, the Market Management force has found that the violating goods are very diverse, from clothes, cosmetics, food, pharmaceuticals, functional foods to electronics, refrigeration, etc.
In particular, e-commerce and social networks are being exploited to become "reasons" for the consumption of smuggled and counterfeit goods. This situation not only directly endangers the health and property of people but also distorts the business environment, affecting the reputation of genuine businesses and market confidence.

According to Deputy Head of the Hanoi Market Management Department (QLTT) Duong Manh Hung, in order to contribute to stabilizing the situation of the circulating commodity market in the city, serving shopping needs, protecting consumer rights in the capital before, during and after the Lunar New Year 2026, the Hanoi Market Management Department continues to issue specific plans and directives to implement the peak period, strengthen inspection and control of the market during the New Year, Lunar New Year and the 2026 Spring Binh Ngo Festival.
Currently, Hanoi has established 2 interdisciplinary inspection teams to combat smuggling, trade fraud and counterfeit goods in Hanoi.
Interdisciplinary inspection teams will comply with the content of Plan No. 78/KH-BCD389/TP, focusing on preventing the business of counterfeit goods, banned goods, poor quality goods, goods of unknown origin and commercial fraud.
At the same time, strengthen inspection of compliance with legal regulations in production and business activities, such as: Registration, business licenses, invoices and documents, product labeling, quality, prices, e-commerce activities and the origin of goods.
