According to the November 2025 work summary report of the Hanoi Steering Committee 389, the situation of smuggling, trade fraud and counterfeit goods still has many potential risks. On the air route, the Customs agency coordinated with the police force to detect cases of smuggling and illegal transportation of drugs, currency, and gold.
In the domestic market, the production and trading of counterfeit goods and goods that violate intellectual property rights, violate regulations on trademarks, and trade in goods of unknown origin, smuggled goods, banned goods, taking advantage of e-commerce, social networks and express delivery services to buy and sell goods in violation continue, posing many unpredictable risks.
The violating goods occurred in most consumer goods such as food, foodstuffs, renewable medicine, fashion, electronics, cigarettes, cosmetics and functional foods.

In November 2025, the functional forces in the Steering Committee 389 of Hanoi City inspected and arrested 2,498 cases, handling 2,447 violations (including 249 cases of banned goods, smuggled goods; 183 cases of counterfeit goods; 2,015 cases of trade fraud).
In particular, the Hanoi Department of Industry and Trade directed the Hanoi Market Management Department to preside over and coordinate with the police force to inspect and handle 502 cases, of which 2 cases were transferred to the investigation agency.
The total amount of administrative fines, fees for returning illegal profits, other fines and paid interest of VND 6.487 billion; the amount of goods sold for confiscation is VND 692 million, the value of goods confiscated, forced to be destroyed and remedied is VND 5.644 billion.
Hanoi City Police inspected 307 cases and handled 302 cases (of which 288 cases were administratively handled and 14 cases were prosecuted against 21 subjects); administrative fines were 134.767 billion VND, the value of the violated goods was more than 19 billion VND.
The Customs Branch of Region I presides over and coordinates with functional forces to inspect and handle 123 violations. Administrative fines are 44,600 billion VND; value of violating goods is 7.539 billion VND...
In November 2025, the Steering Committee 389 of Hanoi City also directed functional forces in the city to be proactive in operating and seriously implementing instructions from superiors, coordinating well between forces in the fight against smuggling, trade fraud and counterfeit goods.
In particular, focusing on smuggled goods, counterfeit goods, poor quality goods, food safety violators, ... achieving many positive results, contributing to stabilizing the market, protecting the legitimate rights and interests of manufacturers, businesses and consumers.
