Pursuant to Decree No. 152/2025/ND-CP dated June 14, 2025 of the Government regulating decentralization and delegation of authority in the field of emulation and rewards; detailing and guiding the implementation of a number of articles of the Law on Emulation and Rewards, the Ministry of Home Affairs conducts public consultation on the case of submitting for consideration and awarding the title of "Hero of the People's Armed Forces" to 2 individuals:
1. Lieutenant Colonel Le Van Dung (Nguyen Van Noi) - former Political Commissar of Regiment 1, Division 9, Army Corps 4 (now Army Corps 34), Ministry of National Defense.
2. Lieutenant Tran Ngoc Tho - former Captain of Company 25, Regiment 88, Division 9, Army Corps 4 (now Army Corps 34), Ministry of National Defense.
Previously, on November 17, 2025, the Ministry of National Defense issued Document No. 7387/TTr-BQP to the Prime Minister for consideration and submission to the President to award the title of "Hero of the People's Armed Forces" during the resistance war against the US to save the country to the two individuals mentioned above.
Pursuant to the Law on Emulation and Commendation and Decree No. 152/2025/ND-CP dated June 14, 2025 of the Government, the Central Emulation and Commendation Committee and the Ministry of Home Affairs shall collect public opinions according to regulations on the case of submitting for consideration and awarding the title of "Hero of the People's Armed Forces".
The Ministry of Home Affairs said that the comments should be sent to the Central Emulation and Reward Committee, address number 103 Quan Thanh, Ba Dinh, Hanoi for synthesis and reporting to the Central Emulation and Reward Council.
