The Minister of National Defense stipulates the staffing and equipment of National Defense Inspectors at all levels

Decree 284/2025/ND-CP clearly states that the organization, staffing, and equipment of the National Defense Inspectorate at all levels are prescribed by the Minister of National Defense.

The Government issued Decree 284/2025/ND-CP dated November 3, 2025 regulating the organization and operation of inspection agencies in the People's Army (Defense Inspectorate).

National defense inspection agencies, including:

1. Inspectorate of the Ministry of National Defense (In Inspectorate of the Ministry);

2. Military Region Defense Inspectorate; Hanoi Capital Command Defense Inspectorate (Inspire Military Region).

The Decree clearly states that the organization, staffing, and equipment of the National Defense Inspectorate at all levels are prescribed by the Minister of National Defense.

National Defense Inspectorate agencies at all levels have their own seals according to the provisions of law.

The Ministry Inspectorate is an agency under the Ministry of National Defense, assisting the Minister of National Defense in state management of inspection work, citizen reception, complaint and denunciation settlement and corruption and negativity prevention and control; conducting inspections of agencies, units and individuals under the management of the Ministry of National Defense.

Inspect agencies, organizations and individuals under state management in the defense sector of the Ministry of National Defense; perform the task of receiving citizens, handling complaints and denunciations and preventing and combating corruption, waste and negativity according to the provisions of law.

In the state management of inspections under the state management of the Ministry of National Defense, the Ministry Inspectorate has the following duties and powers:

Advising, developing and submitting to the Minister of National Defense for promulgation and guiding and urging the implementation of regulations on the organization and operation of the National Defense Inspectorate;

Draft up an inspection plan, submit to the Minister for comments on the policy, promulgate and organize the implementation of the inspection plan;

Direct the work, guide and foster inspection skills for defense inspectors at all levels; guide, propagate and inspect the implementation of laws on inspection for agencies and units under the management of the Ministry of National Defense;

Requesting military regions and the Hanoi Capital Command (Military Region) to synthesize and report the results of inspection work;

Conduct preliminary review, summary, experience draw, information, reports, scientific research, and compile professional documents on defense inspection work.

In inspection activities, the Ministry Inspectorate has the following duties and powers:

Inspect the implementation of policies, laws, tasks, powers, and state plans on national defense; orders, directives, and decisions of the Minister of National Defense for agencies, units, and individuals under the management of the Minister of National Defense.

Inspection of enterprises in the Army established by the Minister of National Defense, enterprises established by the Prime Minister but directly managed by the Ministry of National Defense;

Inspect cases under authority when detecting signs of law violations; inspect other cases assigned by the Minister of National Defense; Re-inspect cases with conclusions from the Military Region Inspectorate but detect signs of law violations through reviewing, handling complaints, denunciations, recommendations, and reflections;

Check the accuracy and legality of inspection conclusions issued by the Chief Inspector of the Military Region, Chief Inspector of the Hanoi Capital Command (Chief Inspector of the Military Region) and decide to handle them after inspection by the Commander of the Military Region, Commander of the Hanoi Capital Command (Military Region Command) when necessary;

Monitor, urge, inspect the implementation of inspection conclusions, handling decisions on inspection by the Ministry Inspectorate, the Minister of National Defense...
