10 new administrative procedures on employment related to unemployment insurance

Workers need to know 10 new administrative procedures in the field of employment related to unemployment insurance policies to promptly access policies.

The Ministry of Home Affairs has issued Decision No. 107/QD-BNV on announcing newly issued administrative procedures, abolished in Decree No. 374/2025/ND-CP dated December 31, 2025 of the Government detailing a number of articles of the Law on Employment on unemployment insurance.

Accordingly, the list of new administrative procedures issued in Decree No. 374/2025/ND-CP in the field of employment under the state management functions of the Ministry of Home Affairs includes 10 provincial-level administrative procedures.

These are administrative procedures: Participating in unemployment insurance; Supporting counseling and job introduction; Supporting employees to participate in training and improving professional skills; Receiving unemployment benefits; Monthly notices on job search; Temporarily suspending unemployment benefits; Continuing to receive unemployment benefits; Terminating unemployment benefits; Transferring places to receive unemployment benefits; Supporting employers to train, foster, and improve professional skills to maintain jobs for employees.

Among these 10 provincial-level administrative procedures, only the procedure for participating in unemployment insurance is carried out by the social insurance agency. The remaining 9 administrative procedures are carried out by the Department of Home Affairs and the Public Employment Service Organization.

Decision No. 107/QD-BNV also specifies the specific contents of each administrative procedure on: Order, implementation method; Composition, number of dossiers; Resolution time limit; Implementing object, resolving agency; Results, requirements, conditions for implementing administrative procedures; Legal basis and accompanying dossier templates.

The Ministry of Home Affairs' document also abolished the decisions: No. 315/QD-BNV dated April 4, 2025 of the Minister of Home Affairs on announcing administrative procedures amended and supplemented in the field of employment under the management functions of the Ministry of Home Affairs; No. 990/QD-BNV dated September 4, 2025 of the Minister of Home Affairs on announcing 6 administrative procedures on unemployment insurance piloted on the National Public Service Portal under the management functions of the Ministry of Home Affairs.

Accordingly, abolishing some administrative procedures in the field of employment under the state management functions of this agency.

Provincial-level administrative procedures include: Participating in unemployment insurance; Resolving unemployment benefits; Temporarily suspending unemployment benefits; Continuing to receive unemployment benefits; Terminating unemployment benefits; Transferring places to receive unemployment benefits (transferring); Transferring places to receive unemployment benefits (transferring); Resolving vocational training support; Supporting counseling and job introduction; Notices on job search; Resolving financial support for training and fostering to improve professional skills to maintain jobs for workers; Interconnected transferring places to receive unemployment benefits (Transferring - Transferring).
