Accordingly, the number of delegates attending the 14th National Congress of the Party is 1,588, including:
165 delegates are members of the 13th Party Central Committee;
353 comrades are elected delegates according to regulations (in 11 provincial and municipal party committees that have not merged and the Army Party Committee, the Central Public Security Party Committee);
1,070 delegates are appointed delegates (at 23 provincial and municipal party committees implementing the merger and Party Committee of Central Party agencies; Government Party Committee; National Assembly Party Committee; Fatherland Front Party Committee, Central organizations; delegates in foreign party committees).
The Decision clearly states: Delegates attending the 14th National Congress of the Party are allocated according to the Party Committee unit under the Central Government, the number of Party members of each Party Committee, the important position of a number of Party Committees and a number of delegates are appointed according to the provisions of the Party Charter, specifically:
- According to the unit under the Central Government:
+ For party committees not subject to consolidation: Each party committee is allocated 13 delegates.
+ For provincial and municipal party committees merging 2 party committees: Each party committee is allocated 24 delegates (increased by 11 delegates/party committee).
+ For provincial and municipal party committees merging 3 party committees: Each party committee is allocated 35 delegates (increased by 22 delegates/party committee).
- According to the number of Party members (as of July 1, 2025): Party committees directly under the Central Government have every 12,000 Party members allocated 1 delegate, if there are 6,001 or more remaining Party members, 1 additional delegate will be allocated.
- According to the important position of some party committees:
+ The Hanoi City Party Committee is allocated 10 more delegates.
+ The Ho Chi Minh City Party Committee is allocated 10 additional delegates.
+ The Army Party Committee is allocated 10 more delegates.
+ The Central Public Security Party Committee is allocated 10 additional delegates.
+ Party committees of Central Party agencies are allocated 25 additional delegates.
+ The Government Party Committee is allocated 25 additional delegates.
+ The National Assembly Party Committee is allocated 8 more delegates.
+ The Party Committee of the Fatherland Front and Central organizations are allocated 8 additional delegates.
- Delegates appointed from foreign party organizations: 15 delegates are Party secretaries, ambassadors, and heads of Vietnamese delegations abroad.
Based on this Decision, the Politburo orients the standards, structure of delegates and specifically allocates the number of delegates to each Party Committee directly under the Central Committee; assigns the Central Organizing Committee to notify the number of delegates allocated to each Party Committee.
