At the conference, Lieutenant General Tran Ngoc Tuan - former Political Commissar of the Capital Command and Colonel Luu Nam Tien - new Political Commissar, signed a minutes of handover of tasks.
Speaking on receiving the assignment, Colonel Luu Nam Tien affirmed that he would absolutely comply with the leadership and direction of the Central Military Commission, the Ministry of National Defense, the City Party Committee, and the Hanoi People's Committee; at the same time, he pledged to work with the staff and soldiers to successfully complete the national defense and security tasks in the area.
In his speech, Senior Lieutenant General Trinh Van Quyet - Director of the General Department of Politics of the Vietnam People's Army - highly appreciated the working process of Lieutenant General Tran Ngoc Tuan over the past 42 years, always upholding the spirit of solidarity, responsibility and excellently completing assigned tasks.
Senior Lieutenant General Trinh Van Quyet expressed his confidence that when he retired, comrade Tran Ngoc Tuan will continue to promote the qualities of "Uncle Ho's soldiers", actively contributing to the locality and Party building work at the Capital Command.
For the new Political Commissar and the Capital Command, the Senior Lieutenant General emphasized the need to clearly recognize the new context. Hanoi has many favorable conditions to carry out defense tasks, but the international and regional situation is still complicated, along with challenges from non-traditional security that require new thinking and new approaches.
Accordingly, the Central Military Commission and the Ministry of National Defense have determined that from the beginning of the new term, it is necessary to immediately implement the goal of building a revolutionary, disciplined, elite, modern army - 5 years ahead of schedule.
In the context of the whole country implementing the rearrangement of administrative units, Hanoi will establish 5 Command Committees of the defense zone to replace the District Military Command Committees. Each board will be in charge of a large area equivalent to 6 districts. This is a completely new content, requiring careful preparation.
The Capital Command needs to proactively advise the City Party Committee and the City People's Committee in arranging forces, not to let gaps in leadership and command. At the same time, continue to thoroughly grasp and concretize the resolutions of the Central Committee and the Politburo into practical action programs, associated with the successful organization of Party congresses at all levels, especially at the Command Committees of the defense zone.
Senior General Trinh Van Quyet emphasized that all activities of the Capital Command need to be under the leadership of the City Party Committee, while promoting the spirit of solidarity and democracy, proactively and effectively coordinating with departments and branches, ensuring the good completion of all assigned tasks.
