The National Assembly Standing Committee has just approved the arrangement of administrative units at district and commune levels for the 2023-2025 period of 12 provinces and cities.
Localities considered for administrative unit arrangement in this period include: An Giang, Dong Thap, Ha Nam, Hanoi, Ha Tinh, Ho Chi Minh City, Phu Tho, Son La, Quang Ngai, Quang Tri, Tra Vinh, Vinh Phuc.
In which, Ha Nam province currently has 6 district-level administrative units (4 districts, 1 town, 1 city). Phu Ly city is a type I district-level administrative unit; Duy Tien town and Kim Bang, Thanh Liem, Ly Nhan, Binh Luc districts are type II district-level administrative units.
Ha Nam has 109 commune-level administrative units (including 83 communes, 20 wards, and 6 towns). Of which, there are 13 type I communes; 92 type II communes; and 4 type III communes.
Through review, Ha Nam province has no district-level administrative units subject to rearrangement; there are 19 commune-level administrative units subject to rearrangement (11 commune-level administrative units subject to rearrangement, 8 adjacent commune-level administrative units related to the rearrangement).
After administrative reorganization, Ha Nam province has 6 district-level administrative units (1 city; 2 towns and 3 districts); 98 commune-level administrative units (65 communes; 29 wards and 4 towns), a decrease of 11 commune-level administrative units compared to before (Phu Ly city reduced 7 units; Binh Luc district reduced 2 units; Duy Tien town reduced 1 unit; Kim Bang reduced 1 unit).
Phu Ly City: According to the project to arrange commune-level administrative units in the 2023-2025 period, Phu Ly City will merge the entire natural area and population size of Minh Khai, Luong Khanh Thien, Hai Ba Trung, and Tran Hung Dao wards to establish Chau Cau ward.
Liem Chung commune and Liem Chinh ward will be merged to form Liem Chinh ward; Tien Hai commune and Lam Ha ward will be merged to form Lam Ha ward; Liem Tuyen commune and Liem Tiet commune will be merged to form Tan Liem ward; Tien Hiep commune and Tien Tan commune will be merged to form Tan Hiep ward.
Duy Tien Town: Merge the entire natural area and population size of Moc Nam and Moc Bac communes to establish Moc Hoan commune.
Establishment of Kim Bang town: Ha Nam will establish Kim Bang town on the basis of maintaining the entire natural area and population size of Kim Bang district.
After its establishment, Kim Bang town had 17 commune-level administrative units, including 10 wards (Que, Ba Sao, Tuong Linh, Thi Son, Dong Hoa, Ngoc Son, Dai Cuong, Le Ho, Tan Son, Tan Tuu) and 7 communes.
In addition, according to the policy of arranging commune-level administrative units in the 2023-2025 period, Kim Bang district will merge Nhat Tuu commune and Nhat Tan commune to establish Tan Tuu ward.
Binh Luc District: Merge the entire natural area and population size of Boi Cau, Hung Cong and An Noi communes to establish Binh An commune.
