On the afternoon of February 20, at the People's Committee of Can Tho City, a Conference was held to implement the Resolution of the City People's Council on deciding to establish, reorganize, and maintain specialized agencies under the People's Committee of Can Tho City and announce the decisions of the Chairman of the City People's Committee on personnel work.
Accordingly, Can Tho city officially merged, established 6 new departments and reorganized, maintaining specialized agencies under the City People's Committee.
Also at the conference, Mr. Chau Viet Tha - Director of the Department of Home Affairs - announced the decisions of the Chairman of the People's Committee of Can Tho City to allow early retirement according to Decree 178 of 2024 for Directors and Deputy Directors of the Department.
Accordingly, the two Directors of the Department, Ms. Tran Thi Xuan Mai - Director of the Department of Labor, War Invalids and Social Affairs and Mr. Nguyen Quang Nghi - Director of the Department of Finance (former) and 3 Deputy Directors of the Department, including: Mr. Pham Truong Yen - Deputy Director of the Department of Agriculture and Rural Development; Ms. Phan Quynh Dao and Mr. Tran Thanh Lam, both Deputy Directors of the Department of Labor, War Invalids and Social Affairs, are allowed to retire early according to their wishes from March 1, 2025.
Speaking at the conference, Permanent Vice Chairman of Can Tho City People's Committee Duong Tan Hien reported the results of the work of arranging and streamlining the organization of agencies and units in the spirit of Conclusion No. 09-KL/BCD of the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW of the Central Party Executive Committee (term XII).
Mr. Duong Tan Hien said that the streamlining of the organizational apparatus in the political system of Can Tho city is carried out on the basis of a reasonable organization of multi-sectoral and multi-field management agencies and units, implementing the principle that one agency performs many tasks and one task is only assigned to one agency to preside over and take primary responsibility.
Mr. Duong Tan Hien stated that the arrangement and restructuring of the organization within agencies and units under the City People's Committee and district-level People's Committees must ensure streamlining and reduction of units to improve the effectiveness and efficiency of state management activities in the new period.
The Standing Vice Chairman of the People's Committee of Can Tho City informed that the expected results of the arrangement and streamlining of the apparatus of specialized agencies under the City People's Committee, reducing 5 departments and 2 other organizations, a reduction rate of 31.81%; administrative organizations under specialized agencies reduce 29 departments, branches/117 departments, branches, a reduction rate of 24.78%.
Specialized agencies under the People's Committees of districts and towns reduced 19/103 agencies, a reduction rate of 18.44%. Public service units are expected to reduce 51 units. The total number of public service units reduced in the two stages (the number of reductions in 2021 and expected reductions in 2025) is 162 units, equivalent to a rate of 26.17%.
Arrange mass organizations assigned by the Party and the State, the city level is expected to arrange a reduction from 16 associations to 11 associations; the district level is expected to arrange a reduction from 54 associations to 27 associations.
Arrange to reduce 1 non-budgetary financial fund. Regarding the arrangement of inter-sectoral organizations, it is proposed to keep 55 organizations; dissolve 35 organizations; consolidate and merge from 6 organizations to reduce to 3 organizations.
