This is one of the contents mentioned by the Central Propaganda Department in the document on the implementation of the Press Planning and the summary of Resolution 18-NQ/TW sent to the Party Executive Committees, Party Delegations of ministries and branches; Standing Committees of City Party Committees, Provincial Party Committees of localities.

The Central Propaganda Department stated that after nearly 6 years of implementing the National Press Development and Management Plan to 2025 (Press Plan) according to Decision No. 362/QD-TTg dated April 3, 2019 of the Prime Minister, the work of press development and management planning has achieved many important results.

The press develops in the right direction, performs well its function as the voice of the Party, State, socio-political organizations, and is a trusted forum for the people.

Also according to the Central Propaganda Department, currently, evaluating the results of implementing the Press Planning in conjunction with summarizing Resolution 18 in ministries, branches and localities to develop a plan to arrange the press system to ensure streamlining, efficient, effective and efficient operations is an important, necessary and urgent task.

However, through the practical implementation of the summary of Resolution 18 for the press sector in a number of ministries, branches and localities, especially the plan to merge, consolidate and transfer the functions and tasks of press agencies under the ministries, branches of the Central Government, Provincial Party Committees, People's Committees and local Literature and Arts Associations, there is still confusion and lack of consensus on models and names, with signs of mechanical consolidation.

Regarding this content, the Central Propaganda Department requested leaders of ministries, branches, central organizations; standing committees of provincial and municipal Party Committees to pay attention to leading and directing a number of contents.

In particular, conduct research and evaluate the results of the implementation of the Press Plan; place the arrangement of press agencies in the overall summary of the implementation of Resolution No. 18; analyze the achieved results, limitations and shortcomings; lessons learned; especially, on the basis of summarizing the practical development of the press in recent years, forecast the information needs, development trends of the press, media, requirements for information and propaganda work of the locality to determine the necessity, goals, requirements, and tasks of the affiliated press agencies in the coming period, thereby building a plan for arrangement, selecting appropriate models and names, focusing on investing resources to ensure conditions for the affiliated press agencies to develop and effectively carry out information and propaganda work of the locality.

The organization of the apparatus must be associated with improving the quality and efficiency of press activities, improving the professional capacity, expertise, and professional ethics of the staff, reporters, editors, and journalists.

Localities identified by the Central Government as having special factors in economic, cultural and social development, such as Hanoi and Ho Chi Minh City, urgently research and develop plans for press-media complexes or press-media groups... to submit to competent authorities for consideration and appraisal to ensure that they continue to promote the strengths, results and prestige of existing press agencies, while creating favorable conditions in terms of mechanisms, policies and resources to build key press agencies capable of orienting and mastering the information battlefield on a regional, national and international scale.

The Central Propaganda Department requires good ideological work for cadres, reporters, editors, and journalists of units that are merging, consolidating, and ending their duties; ensuring the best legal and legitimate rights for journalists when working at the new unit and those affected by the arrangement (if any).

Regularly direct, orient and manage the activities of affiliated press agencies, ensuring that work is not interrupted, stopped or overlooked due to the consolidation process; and that information and propaganda positions in the press are not left vacant.
