On the morning of April 4, at the Ministry of Justice headquarters, the signing ceremony of the Inter-sectoral Coordination Regulation in implementing the task of administrative procedure reform (TTHC) between the Ministry of Public Security - Ministry of Justice - Ministry of Science and Technology took place.
Politburo Member, Minister of Public Security, General Luong Tam Quang; Member of the Party Central Committee, Minister of Justice Nguyen Hai Ninh; Minister of Science and Technology Nguyen Manh Hung co-chaired the signing ceremony.
Speaking at the opening ceremony, Minister Nguyen Hai Ninh emphasized that in the past time, the Party and State have always paid attention to and identified administrative procedure reform as a key breakthrough stage, strongly implemented at all levels and sectors and achieved many important results, improving service quality and the level of satisfaction of people and businesses; contributing to the successful implementation of the country's socio-economic development goals.

Regarding cutting and simplifying administrative procedures and business conditions, in 2025, the Prime Minister approved plans to cut and simplify 3,085 administrative procedures related to production and business activities, reaching 63.1%; cut 2,371 business conditions under conditional business lines, reaching 33.9%. In the first quarter of 2026, ministries and sectors continued to cut 137 administrative procedures, simplify 629 administrative procedures; cut and simplify 311 business conditions.
The Government has also issued 30 Decrees on decentralization, delegation of power, and decentralization of authority from the Central Government to the provinces, 748 administrative procedures and 268 commune-level administrative procedures.
According to Minister Nguyen Hai Ninh, in the context that the Party and State set a goal to bring Vietnam into the group of 3 economies with the most favorable business investment environment in ASEAN and maintain a double-digit economic growth rate in the new development stage, the requirement for administrative procedure reform is becoming increasingly urgent, especially in terms of institutions, data and infrastructure platforms. In which, the role of the Ministry of Public Security, the Ministry of Justice, and the Ministry of Science and Technology is direct and important.
The Minister believes that the signing and organization of the implementation of the Inter-sectoral Coordination Regulation between the Ministry of Justice, the Ministry of Public Security, and the Ministry of Science and Technology will help reform administrative procedures substantially and effectively, better meeting the goals and requirements of national development and the expectations of the people in the new period.
Summarizing the Coordination Regulation, Deputy Minister of Justice Nguyen Thanh Tinh said that the Coordination Regulation has 3 chapters and 12 articles, which clearly stipulate the coordination mechanism for administrative procedure reform according to the principle that the Ministry of Justice is a general coordinating agency for building and perfecting institutions, administrative procedure reform tasks, and presiding over the organization and deployment of administrative procedure control nghiệp vụ.
The Ministry of Public Security presides over the management and use of data, identification, and electronic authentication. The Ministry of Science and Technology presides over the construction and development of technical platforms and infrastructure.
