On December 10, 2025, the Ministry of National Defense issued Decision No. 6375/QD-BQP announcing the amended and supplemented administrative procedures in the field of military service under the management of the Ministry of National Defense.
The amended and supplemented administrative procedures in this Decision replace the corresponding administrative procedures in Section D, Part I of the List of Administrative Procedures in Decision No. 6225/QD-BQP dated December 23, 2024 of the Minister of National Defense on promulgating the current Administrative Procedures under the management of the Ministry of National Defense.
The Chief of the General Staff, Heads of agencies, units and relevant organizations and individuals are responsible for implementing this Decision.
List of 7 administrative procedures related to the field of military service includes: Procedures for initial military service registration; Procedures for registering for service in reserve ranks; Procedures for registering for additional military service; Procedures for registering for transferred military service when changing the place of residence or place of work or study; Procedures for registering for military service when changing the place of residence or place of work or study; Procedures for registering for temporary military service; Procedures for registering for exemption from military service during wartime.
According to the announcement of the Ministry of National Defense, the agency performing 7 administrative procedures related to this field of military service is the Commune-level Military Command.
In which, the procedure for initial military service registration has a 3-step process:
Step 1: Within 5 days from the date of military service registration, the Commune-level Military Command, agencies and organizations are responsible for transferring the decision to call up for military service registration to citizens.
In case the agency or organization does not have a Military Command, the head or legal representative of the agency or organization is responsible for forwarding the decision to call for military service registration to the citizen.
Step 2: After receiving the decision to call up to register for military service from the Chairman of the People's Committee at the commune level, citizens who are subjects specified in Article 12 of the Law on Military Service No. 78/2015/QH13 are responsible for registering for military service online or registering directly at the Commune-level Military Command.
In case the agency or organization does not have a Military Command, the head or legal representative of the agency or organization is responsible for transferring the decision to call for military service registration to citizens or organizations for citizens to register for initial military service at their place of residence.
Step 3: Within 1 day, the Commune-level Military Command is responsible for guiding citizens to declare their health declaration form for military service, registering the necessary information of citizens in the List of male citizens aged 17 and over in the year, the List of citizens ready to join the army and transferring the Certificate of Military Service registration to citizens immediately after registration.
