3 strategic breakthroughs to develop stronger enterprises

The Prime Minister affirmed that to develop businesses stronger and more, we must develop the ecosystem with 3 strategic breakthroughs.

On March 24, Politburo member and Prime Minister Pham Minh Chinh chaired a dialogue with Vietnamese youth in 2025 with the theme "Vietnamese youth pioneers in developing science and technology, innovation and national digital transformation".

Responding to the question raised by young people regarding startups, the Prime Minister affirmed that in order to develop businesses stronger and more, it is necessary to first develop an ecosystem for businesses to develop, with a number of important contents.

Accordingly, 3 strategic breakthroughs will be implemented:

First, the institution must be open, cut administrative procedures, reduce intermediaries, decentralization, and delegation of authority, making business registration simple, reducing compliance costs.

Second, developing strategic infrastructure not only creates new development space but also creates new added value of land, creating new industrial parks, urban areas, services, tourism; especially digital infrastructure, science and technology infrastructure, energy infrastructure...

All of this helps reduce input costs, increase product competitiveness and create the need for business development.

Third, train high-quality human resources, improve labor productivity, adapt to emerging industries such as digital economy, green economy, circular economy, sharing economy, knowledge economy, etc.

According to the head of the Government, we are developing a private economic development project with the view that the private economy is the most important driving force in economic development; untie private enterprises for development; along with mechanisms and policies, it must be legalized.

Regarding the development of basic science, the Prime Minister frankly acknowledged that we have not comprehensively developed scientific sectors and fields, in which basic science sectors have not developed in accordance with the requirements of national development and development trends of the times.

Therefore, we must have priority mechanisms and policies, such as honor policies and scholarship policies for students and graduate students to pursue their passion. The same is true for the fields of social sciences and humanities, sports, culture, and entertainment industry.

The Prime Minister emphasized the spirit of creating the most favorable conditions for each person to pursue their passion, ambition, and strengths. At the same time, train a team of teachers with the spirit of the school as the foundation, teachers as the driving force, students - students as the center.

"If I am passionate about basic science but have difficulties, I can easily switch to studying other fields," the Prime Minister noted.

Regarding questions related to international cooperation, the Prime Minister said that we are promoting extensive, substantial and effective integration, including science and technology, innovation and digital transformation.

The head of the Government gave an example, we call for and attract foreign direct investment (FDI) with appropriate mechanisms and policies, but always propose to invest capital, transfer technology, train human resources, build infrastructure, improve governance capacity...

We also propose that countries grant scholarships to Vietnamese students; build a network of science and technology. We have implemented many measures to promote integration and we are doing very actively.

According to the Prime Minister, Vietnam has just increased its ranking by 8 in the World Happiness Report, ranking 46th globally, the highest level ever and the second highest in Southeast Asia.
