On behalf of the Politburo, Politburo member and Standing member of the Secretariat Tran Cam Tu has just signed Conclusion No. 127-KL/TW on the implementation of research and proposal to continue reorganizing the apparatus of the political system.
In this conclusion, the Politburo and the Secretariat assigned the Government Party Committee to preside over and coordinate with the Central Organizing Committee, the National Assembly Party Committee, the Party Committee of the Fatherland Front, central organizations and relevant agencies to direct the research and development of a project and submission to the Politburo on merging a number of provincial-level administrative units, not district-level organizations, and continuing to merge commune-level administrative units.
At the request of the Politburo and the Secretariat, the Government Party Committee must urgently implement the above request, ensuring the specific progress as follows:
- No later than March 9, 2025: Report to the Politburo for approval before seeking opinions from Party committees and organizations.
- No later than March 12, 2025: Receive opinions from the Politburo, the Secretariat, complete the project to send to the provincial Party Committees, city Party Committees, party committees directly under the Central Committee, agencies, organizations, and central party committees.
- Before March 27, 2025: Receive comments from provincial Party committees, city Party committees, party committees directly under the Central Government, agencies, organizations, and central party committees, complete the project, report to the Politburo and the Secretariat.
- Before April 7, 2025: Receive opinions from the Politburo, the Secretariat, opinions from agencies, complete the project and submission; submit to the Party Central Committee (through the Central Organizing Committee).
Notably, for the basis for implementing the merger of provinces with a number of provincial-level administrative units, Conclusion No. 127-KL/TW clearly states the requirement that in addition to the basis of population size and area, it is necessary to carefully study 3 plans including national master plan, regional plan, and local plan.
At the same time, it is necessary to study socio-economic development strategies, develop sectors, expand development space, promote comparative advantages, meet development requirements for each locality and the requirements and development orientation of the new period... as a basis and scientific basis in the arrangement.
Previously, when mentioning information on the merger of provinces and cities, the Ministry of Home Affairs affirmed that the merger of provincial-level administrative units is not only based on the criteria of natural area and population size, but also based on other criteria such as national security and defense, sovereignty protection, geopolitical position, regional and national planning, and community culture. Especially to ensure stability for socio-economic development.
Speaking to the press, Minister of Home Affairs Pham Thi Thanh Tra also previously said that in fact, there are some provinces (including Bac Ninh) striving to qualify to become centrally-run cities by the 2026 - 2030 period, this is the Party's policy in the spirit of Resolution 06-NQ/TW of the Politburo on planning, construction, management and sustainable development of Vietnam's urban areas to 2030, with a vision to 2045.
Accordingly, for provinces and cities that meet the planning conditions and standards to become centrally-run cities, competent authorities will consider and decide.
