At the meeting on February 28, the Politburo and the Secretariat listened to the Central Organizing Committee report on the contents, tasks and progress of the research implementation period, to continue to reorganize the apparatus of the political system according to the direction and conclusions of the Central Committee and the Politburo.
To ensure the drastic and effective implementation of the tasks and solutions stated in Conclusion 121-KL/TW of the Central Executive Committee on summarizing Resolution 18 and Conclusion 126-KL/TW, the Politburo and the Secretariat requested to focus on implementing a number of important contents.
In particular, the Politburo and the Secretariat requested to study the orientation of merging some provincial-level units, not district-level organizations, merging some commune-level units. Implement the 2-level local model (party organization, government, union) to ensure streamlining, efficiency, effectiveness, and efficiency.
The study must be conducted objectively, democratically, scientifically, specifically, deeply, accurately, and closely following the practical situation.
thoroughly overcome overlapping functions and tasks, separate areas, fields, and cumbersome intermediary organizations; ensure smooth, effective, and efficient operations, enhance the leadership and governance role of the Party, and meet the requirements of tasks in the new period.

The Politburo and the Secretariat request to determine the highest political determination, implementing the motto "running and lining up at the same time" to complete work with a very large volume, requiring high quality, and submitting the progress to the Party Central Committee in mid-April 2025.
Progress of the development of a project to merge provinces and not organize at the district level
Regarding the content and progress of the project to merge a number of provincial-level administrative units, not district-level organizations, and continue to merge commune-level administrative units, Conclusion 127-KL/TW clearly states:
The Government Party Committee shall preside over and coordinate with the Central Organizing Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, Central organizations and relevant agencies to direct the research and development of projects and submissions to the Politburo on merging a number of provincial-level administrative units, not district-level organizations, and continuing to merge commune-level administrative units.
In particular, at the provincial level, in addition to the population size and area, it is necessary to carefully study the national master plan, regional planning, local planning, socio-economic development strategies, industry development, expansion of development space, promoting comparative advantages, meeting development requirements for each locality and the requirements and development orientation of the new period... as a basis and scientific basis in the arrangement.
For the commune level, it is necessary to clearly identify local government models at the commune level for urban areas, rural areas, mountainous areas, plains, islands, population size, area, history, culture, issues of socio-economics, national defense, security, ethnicity, religion, etc.
Develop functions, tasks, powers, organizational structure, and boundaries of local authorities at the commune level.
Clarify the working relationship between local government levels (between provincial and commune levels); the working relationship by sector from the Central to the commune level (between ministries, central branches, specialized departments and units and individuals in charge of each field), ensuring smooth, synchronous, interconnected, effective and efficient operation.
Clearly identify the conditions to ensure effective operation of commune-level authorities before, during and after the arrangement.
The Politburo and the Secretariat also require specific implementation progress. Accordingly, the Government Party Committee urgently implements implementation, ensuring specific progress, reporting to the Politburo for policy before seeking opinions from Party committees and organizations, no later than March 9, 2025.
Receive the opinions of the Politburo and the Secretariat, complete the project to send for comments to provincial Party committees, city Party committees, party committees directly under the central government, agencies, organizations, and central party committees, no later than March 12, 2025.
Receive comments from provincial Party committees, city Party committees, party committees directly under the Central Government, agencies, organizations, and central Party committees, complete the project, and report to the Politburo and the Secretariat before March 27, 2025.
Receive the opinions of the Politburo, the Secretariat, and the opinions of agencies, complete the project, submission, and submit to the Central Executive Committee (through the Central Organizing Committee) before April 7, 2025.
