The information is clearly stated in the Report on the results of the Administrative Reform Index (CCHC) 2025 of ministries, ministerial-level agencies, and People's Committees of provinces and centrally-run cities (PAR INDEX 2025) just announced by the Ministry of Home Affairs.
The CCHC index in 2025 of provinces and cities continued to maintain growth momentum, with an average value of 89.96%, higher than 1.59% compared to 2024 (reaching 88.37%) and the highest ever.
The results of the 2025 APS Index of provinces and cities are divided into 2 groups, including:
Group A, achieving an index result of 90% or more, including 18 provinces and cities.
Group B, achieved index results from 80% - below 90%, including 16 provinces and cities.
According to the assessment results, Hai Phong City ranked first in the 2025 administrative reform index ranking with a result of 95.37%.

The Ministry of Home Affairs said that in 2025, Hai Phong's administrative reform work continued to record many outstanding results, contributing to promoting economic growth and improving people's satisfaction. The city was approved by the National Assembly for a resolution allowing piloting a number of specific mechanisms and policies to remove institutional bottlenecks and improve the investment environment.
In 2025, Hai Phong continued to maintain two-digit GRDP growth, reaching 11.81%, 1.47 times higher than the national average growth rate; and at the same time became the only locality to maintain a two-digit growth rate continuously for 11 years. Total state budget revenue reached more than 187,000 billion VND, an increase of 23.1% over the same period; domestic investment attraction reached more than 371,000 billion VND, an increase of 8.3 times.
Some other localities also achieved outstanding results in administrative reform such as Quang Ninh reaching 93.16%, ranking 2nd/34th; Dong Nai reaching 93.10%, ranking 3rd/34th; Ninh Binh reaching 93.08%, ranking 4th/34th and Hanoi reaching 92.90%, ranking 5th/34th.
Cao Bang ranked last in the 2025 CCHC Index ranking with 82.73%.
According to assessments, Cao Bang has made many efforts in leading and directing administrative reform; some contents such as institutional reform and organizational structure arrangement have achieved positive results. However, some reform areas are still limited and not highly effective.
Also according to the rankings, Lai Chau reached 85.51%, ranked 32/34 and Lang Son reached 84.44%, ranked 33/34.
The Ministry of Home Affairs assesses 2025 as an important milestone in administrative reform in Vietnam, with a focus on arranging the organizational structure and administrative units at all levels; operating the 2-level local government model; and promoting institutional reform, science and technology development, innovation and national digital transformation.
According to the Ministry of Home Affairs, the strong and comprehensive reforms in the past time have clearly reflected in the results of the CCHC Index of ministries and localities, contributing to innovating management methods, improving operational efficiency and people's satisfaction level.
To determine the CCHC Index for 2025, the Ministry of Home Affairs conducted a survey of about 99,694 votes; of which 35,649 votes were from people to measure the level of satisfaction mentioned above; 64,045 electronic votes surveyed a group of subjects who are officials, civil servants, and management leaders at ministries, localities, associations, and unions.
