On July 24, the Government Electronic Information Portal coordinated with the Office of the Hanoi People's Committee to organize a seminar on "Digital transformation - A bridge to "survive" between the two levels of local government".
Mr. Phan Trung Tuan - Director of the Department of Local Government (Ministry of Home Affairs) said that since July 1, 34 provinces and cities, including 23 provinces and cities after the reorganization, and 3,321 commune-level administrative units nationwide have entered a new model of the two-level local government model.
According to the Director of the Department of Local Government, although the operation time has only been more than 3 weeks, there have been very positive initial results. This shows that the policy of the Party and State in organizing the two-level government model is very correct.
Initially, the apparatus operated relatively smoothly, effectively, interconnectively, and smoothly, most importantly, without interrupting the implementation process.
The commune level has also paid attention to perfecting synchronization and organizing the political system, especially the local government at the commune level according to the new model. The People's Committees of 3,321 commune-level units nationwide have completed the organization of the apparatus, established specialized agencies, especially the Public Administration Service Center - which handles administrative procedures for people and businesses right from the grassroots.
Through understanding, the work of handling administrative procedures for people, organizations and businesses in the grassroots area across the country is relatively synchronous, effective, and without interruption.
A very noteworthy point is that most localities across the country, especially at the commune level, have put into operation a public service settlement system connected to the National Public Service Portal, facilitating the connection and settlement of administrative procedures and requirements of people and businesses.
Mr. Truong Viet Dung - Vice Chairman of Hanoi People's Committee - said that as soon as the Politburo issued Resolution 57 at the end of 2024, the City Party Committee, People's Council and People's Committee as well as the city's government levels at that time and later all determined that this was the golden key.
This Resolution is not simply a resolution on digital transformation, science and technology and innovation, but more importantly, it is a redesign of the urban governance model.
After 3 weeks of official operation, Hanoi City has received 66,000 dossiers to implement procedures. Up to this point, the local government apparatus at both levels has basically operated smoothly and synchronously.
With the viewpoint of "no one is left behind", we realize that in the process of handling administrative procedures and serving the people, Hanoi pays special attention to taxpayers, the elderly as well as people with disabilities, to serve administrative procedures.
On July 23, Hanoi implemented the content of supporting units and people on the spot to resolve administrative procedures instead of the disadvantaged having to go to public administrative centers as well as public administrative points.
"We see the need to innovate thinking and working methods. It is from innovating the way of thinking and doing that we will have specific actions.
The city identifies technology as just a tool. People are the center; synchronous in direction; data in operation and proactive in implementation... are the biggest lessons that Hanoi has operated synchronously and continuously in the past 3 weeks", Mr. Truong Viet Dung emphasized.
